Immediate requirement applies to candidates in categories A and B; verification will be carried out when issuing the provisional permit
Senatran (National Traffic Secretariat) determined, on Friday (May 15, 2026), that Detrans (State Traffic Departments) will immediately require a toxicological test for candidates for their 1st car and motorcycle license.
The decision was made official in Circular Letter 573 of 2026, signed by the substitute national secretary of Traffic, Ana Beatriz Vasconcelos de Medeiros. Ice cream a (PDF – 46.5 kB).
CHANGE IN LAW
The mandatory test for the first license of these categories was established by Law 15,153, of June 26, 2025, which amended the CTB (Brazilian Traffic Code). However, there was uncertainty among state bodies, driving schools and candidates about the need to wait for specific regulations from Contran (National Traffic Council).
HOW IT WILL WORK
The office determines that there is no need to wait. The document defines that the verification of the negative test result must be carried out in Renach (National Driving License Registry) at the stage of issuing the PPD (Permission to Drive), the provisional document that the newly approved driver receives. The candidate will be able to present proof of a negative result up to this stage of the process.
