The senator demanded in plenary this Thursday (21), in a joint session of , the opening of the mixed CPI (Parliamentary Commission of Inquiry), also defended by parliamentarians linked to the government (PT).
The president of , , however, ignored the points of order presented and said he had the prerogative to choose when to install the collegiate.
Congressmen admit behind the scenes that there is a claim for the CPI, because the installation would not be in the interests of the government or the opposition.
Flávio faces the Presidency for revealing audio asking for money from the owner of Master, to finance the film “”, about his father, (PL). The senator also with the former banker after his first arrest.
On the government side, there is fear that it is possible to know how a CPI begins, but not how it ends.
“More than ever, the installation of Master’s CPI is necessary. I want Daniel Vorcaro and Augusto Lima [que foi sócio de Vorcaro] sitting at the CPI talking about the relationship they had with Flávio, Lula and [Alexandre de] Moraes. I have nothing to fear or hide”, said Flávio on the stand.
The government wing also adopted an official speech demanding Alcolumbre about the opening of the Master’s CPI. “It is not up to the presidency to judge convenience or opportunity, but rather the duty to formalize the creation of the collegiate. It is mandatory to read it”, stated the PT leader in the Chamber, .
Alcolumbre stated that the moment of reading the CPI “is a discretionary act of the presidency of Congress”. After the session, he was asked by the press why he had not installed the commission, as the request came from practically all parties, but he said that “I cannot answer that question”.
For Bolsonarism, deputy Carlos Jordy (-RJ) highlighted that the regulations provide for the automatic installation of this type of collegiate after the application reaches the necessary signatures.
“The population wants Brazil to be clean, they no longer accept authorities who do not want to be investigated. We want to contribute to the investigations. We can investigate people related to the STF ministers involved. Installation is automatic and mandatory,” said Jordy.
Currently, there are two requests to open mixed CPIs with the necessary signatures. The regulations provide that the opening of this type of commission will be automatic in the next joint session of Congress after the request reaches the support of 27 senators and 171 deputies.
One of the targets of investigations into Master is Jocildo Silva Lemos, who headed Amprev (Amapá Previdência) and was nominated by Alcolumbre, for whom he was treasurer in the 2022 election campaign.
The Federal Police investigates investments made by the state authority in financial bills issued by Master, with accusations of reckless management. Documents show that, in less than 20 days, three successive applications were approved and executed, totaling almost R$400 million.
“Flávio Bolsonaro went to Daniel Vorcaro’s house after he was arrested by the Federal Police. It’s legal, there are constitutional grounds, but understand. It won’t be possible to hold back the CPI, more facts will appear”, said the deputy leader of the government in the Chamber, Lindbergh Farias (PT-RJ).
Senator Eduardo Girão (Novo-CE) warned of the possibility of intervention by the STF (Supreme Federal Court). “All parties signed the Mixed CPI requests. Brazil needs an attitude from the National Congress before ministers determine that Congress opens it. There is precedent.”
In 2021, the STF forced the installation of the Covid CPI in the Senate. The understanding is that commissions of inquiry are the right of the minority.
