Lula appeals to Alcolumbre to vote for Security PEC

President says that, when approved, the text will “definitely” resolve the issue of public security in Brazil

The president (PT) asked the president of the Senate, (União Brasil-AP), to put the Security PEC to a vote. The appeal was made in an interview with the “Sem Censura” program, on EBC, this Friday (May 22, 2026).

The text was on March 4, 2026. Now, it awaits an order from Alcolumbre so that it can be voted on in the Upper House. The theme is considered one of Planalto’s flagships, especially in view of this year’s elections.

ABOUT THE SECURITY PEC

The proposal would guarantee an autonomous and protected source of revenue for the program. The text approved by the Chamber constitutionalizes the National Public Security Fund and the National Penitentiary Fund: it protects them against cuts and against the DRU, a mechanism that allows the government to unlink funds.

Furthermore, the PEC establishes that 10% to 30% of the revenue from bets will be allocated to these funds gradually, and that 10% of the surplus from the Pre-Salt Social Fund will also start to feed them.

ALCOLUMBRE AND LULA

The relationship between the authorities has been strained since the Senate’s rejection of the nomination of the Union’s attorney general, Jorge Messias, for a vacancy on the Federal Supreme Court.

Initially, the expectation was of retaliation against Alcolumbre. Afterwards, the atmosphere was calmed: Lula even appointed the Minister of the Secretariat of Institutional Relations, José Guimarães, to calm things down.

The PT member and the senator even met during the inauguration of the minister of the Federal Court of Auditors Odair Cunha. They spoke briefly and in a formal manner.
