Owner of the company Go Up, producer of the film “” (“Azarão”), an ode to the biography of the former president, Karina Ferreira da Gama asked City Hall to grant the use of a house on the outskirts of São Paulo, through a municipal management program aimed at low-income families. The application was signed in 2025.
Karina is a partner in other companies and NGOs that have benefited in recent years.
In 2024, the Instituto Saber Brasil, chaired by her, with the city hall, in management, to provide Wi-Fi internet in low-income communities, after a public call. The hiring is under investigation by the São Paulo Public Ministry.
Deputies also directed more than R$4.5 million to the institute and to the ANC (National Academy of Culture), of which Karina is president, between 2024 and 2025.
A Sheet She contacted Karina, through her advisor, to ask about the request for a concession to use the land in the midst of the million-dollar contract signed with the municipal management, but did not receive a response until the publication of this report.
The Municipal Housing Department stated that the businesswoman’s request was rejected because, after technical and documentary analysis, it was found that she did not meet the requirements set out in municipal legislation. “Sehab emphasizes that all transfer processes undergo individual technical and legal analysis, observing the applicable legal and regulatory criteria.”
In January 2025, Karina submitted a request to the ministry to transfer the concession of special use of a lot in Brasilândia, a neighborhood in the north of São Paulo, to her name. On the São Paulo Inequality Map of 2024, the region appears as the worst in the city in terms of quality of life.
Karina’s uncle, who died in 2018, was the holder of the benefit, which allowed public areas to be used for housing purposes. She informed the city hall, according to documents obtained by Sheetthat the place has four houses, all occupied by the family. He also said that he lived on the land.
The report was at the location on Thursday night (21). Neighbors, including relatives, confirmed that Karina still lives there with her parents, but they could not say what she works for. The owner of Go Up presents herself as a “bachelor in journalism” in a profile on X.
The land regularization program was announced in 2008 by the city hall as a benefit for low-income families.
As published that year, the beneficiary of the special use concession had to sign a form declaring that they did not own any other property and were in a low-income socioeconomic situation.
In April last year, the city council rejected Karina’s request. The Housing Department concluded, after a visit, that the property was not “habitable” and that it was empty.
Last week, the city council told the Sheet that the hiring of the Instituto Saber Brasil, directed by Karina, “was carried out through a transparent and uncontested public call”.
According to the Nunes management, “the social organization complied with all the requirements set out in the notice, and the provision of the service is ongoing with 3,200 Wi-Fi points implemented and 1,800 points planned for 2026”.
The contract is being investigated in a civil inquiry at the Public and Social Heritage Prosecutor’s Office of the Capital. Based on complaints received by the body, the Public Prosecutor’s Office determines whether there was a directing of the public call, lack of technical or economic justification for the agreement, execution of contractual amendments in sequence and advance financial transfers, referring to services not yet implemented.
According to Instituto Saber Brasil’s registration with the Federal Revenue Service, its main economic activity involves “activities of associations defending social rights”.
Another 26 secondary economic activities are listed, including book publishing and printing, information technology consultancy, research and experimental development in physical, natural, social and human sciences, management of non-financial intangible assets, fair organization services, early childhood education and primary, secondary and higher education.
“DARK HORSE”
The federal deputy, executive producer of the film “Dark Horse”, was one of those who directed amendments to institutions run by Karina – the Instituto conhecimento Brasil received R$2 million from the parliamentarian in 2025 for digital literacy projects and encouraging sports.
the Federal Supreme Court has already tried to subpoena the parliamentarian four times so that he can provide clarification on the destination of the amendment. Frias was called, in the United States, this Friday (22), organized by former federal deputy Eduardo Bolsonaro (PL) with allies. Last week, he was with Bolsonaro’s son in Bahrain, a monarchy in the Persian Gulf.
In the 2022 campaign, Frias paid R$54,000 to a company owned by Karina for press advisory services. In December of that year, she participated in the deputy’s graduation ceremony and posed for photos with him and his family. The parliamentarian’s wife, Juliana Frias, published one of the records with Karina. “Thank you for everything team!!”, he wrote.
Last week, the website The Intercept Brasil revealed that the senator (PL), a pre-candidate for the Presidency, had paid off financing installments for the feature film about Bolsonaro. Information revealed by the website and confirmed by Sheet indicate that Vorcaro paid R$61 million to make the film.
Although Flávio confirmed that he asked the former banker for money, he received funds from Vorcaro for the project and said that the producer only has foreign investments.
After the release of the audios between Vorcaro and Flávio, Mario Frias also denied that there were resources from the former banker in the film.
Messages revealed by Intercept Brasil on Tuesday (19), however, indicate that the parliamentarian supported the film. “Just thank you, my brother. We’re going to touch the hearts of a lot of people and it’s going to be very important for our country, okay?”, he said in an audio sent to Vorcaro.
