Measure includes contributions on biodiesel
The federal government extended until July 31, 2026 the reduction of PIS/Pasep and Cofins rates on the import and sale of aviation kerosene (QAV). The measure was made official through Decree No. 12,991, published in an extra edition of the Official Gazette of the Union (DOU) on Friday, (29).
The decree amends Decree No. 5,059/2004 and maintains, between April 8 and July 31 of this year, the reduction of R$0.99987 for federal contributions on the QAV. In practice, the measure preserves a residual tax on fuel used by airlines.
The rule also extends until July 31st the reduction of contributions on biodiesel. In this case, the reduction coefficient remains fixed at 1, which is equivalent to the zero rate of PIS/Pasep and Cofins.
The exemptions had been implemented in Aprilamid the package announced by the government to mitigate the impacts of the international oil price rise on fuel prices and inflation. According to the rules in force until then, the benefits would expire at the end of May.
The new decree also revokes provisions of rules published in April that had instituted the temporary reductions, consolidating the rules now valid until the end of July. According to the government, the measure seeks to reduce costs in the fuel chain and air transportin a context of volatility in international energy prices.
