A magical, dreamy trip with your daughters and friends with walks in the snow, a visit to Santa Claus in Lapland and spectacular images of the Northern Lights. This is how businesswoman Roberta Luchsinger, 41, summarizes her five-day tour of Finland, in January 2025, in the company of Fábio Luís da Silva, his wife, Renata, and children. The same trip that made headlines like “Lulinha went to Finland supported by a lobbyist in a hotel with a daily rate of R$37,000”.
Travel expenses, bank accounts, contracts and even Roberta’s closet, full of designer bags and clothes, became the subject of investigation by , which investigates suspicions of embezzlement at the (National Social Security Institute).
“Since December, I have been criminalized, judged and threatened in every way for being a friend of President Lula’s son”, says the heiress of a former shareholder of the former Credit Suisse bank, reaffirming ties with Fábio and his wife, Renata. “My best friend.”
Friendship cemented with the same tattoo of an R as the initial of both names on the left wrist and in memories recorded in countless photos of the couple that Roberta shows on the iPad.
One of them ended up in a mother-of-pearl picture frame on the bookshelf in the master suite of the businesswoman’s apartment in an upscale neighborhood of São Paulo, completed on December 18 last year.
As “Lulinha’s friend”, Roberta found herself at the epicenter of the investigation investigating the rapprochement between the president’s son and , who gained notoriety under the nickname “Careca do INSS”.
the businesswoman confirmed that she presented them, but classified the act as a gesture of “good manners”. “I never introduced the two with the intention of business. So much so that they never had commercial transactions.”
An approach that occurred, according to her, when there was nothing to discredit Camilo’s conduct. “He became the Careca of INSS after CPMI [Comissão Parlamentar Mista de Inquérito]when they gave that nickname. Until then he was an unharmed figure.”
The businesswoman says she signed a contract with the then-successful former executive in the pharmaceutical industry. , totaling R$1.5 million in payments over five months.
“When my lawyers investigated Antônio and his company’s background so we could sign the contract, there wasn’t a single process,” he says. After complaints about deviations in the INSS, he decided to cancel the contract.
As for the suspicions surrounding the hiring of her company, RL Consultoria, Roberta says that her actions were technical. “The police even mentioned in the investigation that I wanted to sell cannabidiol to the Ministry of Health. This never existed, especially because there was no product or regulation.”
The list of suspicions grew from “selective leaks” and political use of the case, criticizes Roberta.
“In an election year and in such a divided country, the fact that I expressed my political opinions on social media ended up giving ammunition to create narratives and conclusions.”
Roberta says she has proven that she did not pay for the trip to Finland, organized by the luxury tourism agency of her friend Marina Mantega, daughter of former minister Guido Mantega.
He reaffirms that he is not a partner nor has he made transfers to Lulinha, in accordance with the breach of tax and banking secrecy of both.
Dressed in a set of silk pants and blouse and Valentino pumps, she received the Sheet in the exquisitely decorated apartment. He showed the central cabinet of the closet damaged by agents during the PF operation.

Below are the main excerpts from the interview in which Roberta presents details of her relationship with Lulinha and her work as a consultant. She regrets the prejudiced tone regarding her lifestyle and positions, as well as the “media carnival” surrounding her personal relationships.
My friendship with Fábio and Renata is real, strong. It doesn’t matter if his father is president or not. I’m that friend through thick and thin.
Today they are living in Madrid, and I miss them very much. We talk daily. We usually spend Christmas, New Year, holidays together. We always travel. We’ve already been to Disney.
One of these trips, to Finland, became the target of criticism. They say I would have paid for everything. I am methodical in organizing hotels, planes, restaurants, tours. I bought a ticket, paid for the hotel. Then we got it right. I paid these expenses, and they paid others. Everything was clearly demonstrated to the police.
I opened 20 years of my financial and tax life. Fabio too. No irregularities were detected.
LUXURIOUS TRIP
Why did we stay at Octola? Because it’s the only hotel there. People talk without knowing. Anyone who knows this type of tour knows that it is in the middle of nowhere. You can’t go out to restaurants or museums. In fact, it is a house with hotel services.
You are in the Arctic Circle to see the Northern Lights, in a gigantic park that only has snow. They put it in the newspapers as extremely luxury tourism. It’s the opposite of that. It is nature tourism, not ostentation.
It was five days, all inclusive, with tours, guides and protective clothing, with daily rates of €3,000 (R$17,730) per person. There was no such thing as Antônio paying for Fábio’s trip. I have always traveled, including to truly luxury hotels, and no one has ever paid for me or a friend of mine. I work and use my money on things that give me pleasure.
MARINA MANTEGA
Marina has been my friend for over 20 years. She is a major luxury tourism influencer. The media created a big carnival over the fact that she was the daughter of a former minister.
MACHISMO
I was placed as Fábio’s lover, then as Fábio’s wife’s lover. I became the girlfriend of three ministers. They don’t do that to men. For a woman to be successful, she has to be in someone’s shadow.
I like to take care of myself, to dress well. In the minds of some, this prevents me from being intelligent and professional.
If you are vain, you are seen as a madam, stupid. And you can only have contracts because you are someone’s friend, daughter, granddaughter or wife. They used all these predicates against me. I’m going public because I don’t want this vulgarization of my image to remain.
INSS BALD
I didn’t know Careca from INSS, this very folkloric figure in this mess. I met Antônio Camilo, a successful businessman in the pharmaceutical sector.
I provided consultancy for him in the health area, given the need to update the two RDCs in the [Resoluções da Diretoria Colegiada, normas técnicas editadas pela Agência Nacional de Vigilância Sanitária]. One was 327, from 2019, which regulated medicinal cannabis-based products, and the other, 660 from 2022, which dictates rules for importing medicines.
The cannabidiol industry is huge in the world. My job was to seek regulation of this market in Brazil, which actually happened in 2026. With a new DRC, this market stopped being a judicial exception and became a regulated and industrialized health policy.
I introduced Antônio to Fábio in a social context. Never for business purposes. I didn’t go with the two of them to Portugal, where Antônio was prospecting the cannabidiol market. They have already spoken publicly about the fact. My contract did not provide for commercialization or anything like that.
I didn’t know of any involvement of Antônio with the INSS. The delegate didn’t know, the journalists didn’t know. When I found out through the media, I thought it would be better to end the contract.
Conversations appeared randomly. They are factoids. There are people who say that I didn’t provide the service, I only received the money. I showed a service provided, with technical and legal reports.
CONSULTANT OR LOBBYIST
My product is not access, it is my knowledge of the regulatory system. I have a consultancy company specializing in the health sector, technology and innovative products.
I developed several large projects for public sector companies in states such as Tocantins, Goiás and São Paulo. I am hired by private clients to take care of all aspects of institutional relations.
SEARCH AND SEIZURE
They turned everything over. They wanted to break into the safe. There was no need. I offered all the passwords. They took documents and even family jewelry, which had nothing to do with the investigation.
I provided all the support, my lawyers came to help. The agents had access to everything. Those who should not fear.
In the closet, they displayed and made jokes about my underwear, things with no connection to the operation. It was unnecessary to throw everything on the floor.
FAITH IN JUSTICE
I will continue to believe in Justice. This process is exhausting, invasive, but I have the truth with me. We have already made it very clear that I have absolutely nothing to do with the INSS.
Because of this narrative they created, my life is receiving aggression, horrible messages. It had a very strong political use.
We entered with two representations. One against (Podemos-MG), president of the INSS CPMI, and another against deputy Alfredo Gaspar (PL-AL), who published untruths and insults to my honor. Parliamentary immunity is not a safe conduct for hate speech and misogyny.
I am asking them to remove the offensive content from social media and for compensation that I will donate to a women’s advocacy organization.
I was always available to the police and the STF to provide clarification. And Fábio too. I can’t have this blanket of criminalization hanging over me for being someone’s friend.
LEFT
I have always positioned myself as leftist. I want people to have access to quality education and healthcare. A person does not need to like or hate Lula or Bolsonaro. People have to be socially aware before idolizing politicians. Polarization dumbs down.
POLITICAL USE
We have already seen Lulinha being named as the owner of Friboi, of farms, of a golden Ferrari, of a plane worth millions. These are stories created for political use.
They put it as if we were on the left acting illegally, but the funny thing is that the current corruption scandals are not with Lula’s son.
Some of the people who accuse me and Fábio are precisely those who actually received an allowance from an imprisoned banker.

She is the granddaughter and heiress of Peter Paul Arnold Luchsinger, one of the former shareholders of the Credit Suisse bank. Graduated in law, works as a consultant in the health sector and was married to former police chief Protógenes Queiroz. She was already a member of the PC do B and ran as a candidate for state deputy for the PT in São Paulo in 2018, but was not elected. In 2017, during Operation Lava Jato, he announced his intention to donate around R$500,000 in cash, jewelry and luxury goods to Lula after the court blocked the PT member’s accounts.
