The senator and pre-candidate for President (-RJ) sought to suggest this Monday (1st) the narrative that “” and the City Hall of could be part of a “state persecution” with electoral objectives.
The presidential candidate said he trusted the management () and questioned the actions of “part” of the Civil Police, linked to the government (Republicans).
“I just hope that it is not a state persecution by some sectors to influence the elections”, said Flávio, in reference to the police action against “” (which deals with the life of ) and whose owner controls an institute that signed a contract with the City of São Paulo for the implementation of Wi-Fi in needy communities.
The PL pre-candidate even stated earlier: “I don’t want to believe that part of the police is being used for electoral purposes. And using an operation like this not to see if there was a problem with this Wi-Fi contract, but to try, in a cross-channel way, a so-called ‘evidence search’, to try to find something that goes against President Bolsonaro’s film.”
The Civil Police of SP carried out an operation at addresses linked to the production company and at the headquarters of the Municipal Secretariat for Innovation and Technology, as part of an investigation to determine whether there were irregularities and deviations from a municipal contract and whether the resources went to the “Dark Horse” film team.
Authorized by the TJ-SP Guarantee Court (Court of Justice of São Paulo), the operation stems from a police investigation into a R$108 million contract between the ICB (Instituto conhecimento Brasil), chaired by Karina Ferreira da Gama, and the Ricardo Nunes (MDB) management for the supply of Wi-Fi.
At an agribusiness event in Belo Horizonte promoted by radio station Itatiaia, Flávio came out in defense of the Nunes administration. “There is absolutely nothing wrong, I trust the work of São Paulo City Hall, everything was explained, something well before the film [“”]he stated.
Nunes that the action could have been motivated by political persecution.
Also presidential candidates (PSD) and (Novo) did not comment on the operation against the producer of Bolsonaro’s film. The man from Goiás said that the issue is not part of his agenda, while the man from Minas Gerais said at night that he had not heard the news.
Flávio also said that the repercussions on the film and the production are being used as a “smokescreen” for the country’s problems, such as the billion-dollar loss.
He also celebrated the designation of PCC (Primeiro Comando da Capital) and CV (Comando Vermelho) and questioned the president (PT) for having videos with influencer Deolane Bezerra, a money laundering organization for the PCC.

Investigation and suspicions
The Civil Police opened the investigation following a request from the Public Ministry, originally to investigate evidence from the institute. The investigation deals with the crimes of frustrating the competitive nature of the bidding procedure, fraud in the execution of an administrative contract and irregular use of public funds or income, all provided for in the Penal Code.
In addition to investigating whether Karina’s entity was irregularly hired by the Nunes management, for a price above the market price, the police are investigating the suspicion of payments without the services being provided.
According to the police, the elements of financial intelligence collected indicate a potential occurrence of illicit cross-financing, with resources being sent from the institute to the producer, since there are “consistent suspicions of patrimonial confusion [entre o instituto e a produtora] and that public resources from the ‘WiFi Livre SP’ program have been diverted to pay for the production activities of the aforementioned film”.
In the contract with the Nunes management, each Wi-Fi point made available by the institute cost R$1,800. The Civil Police states that Prodam, a public municipal technology company, provides identical services at a cost of R$230 for implementation per point and R$306 for monthly maintenance.
