After returning to the benches on Tuesday, June 9, the members of the National Council of the Slovak Republic have a packed program that combines the regular proceedings of the 52nd session with two extraordinary sessions. This follows from an overview reported by the TASR news agency. In the morning, they are to deal with the dismissal of the Minister of Education Tomáš Drucker (Hlas-SD) at an extraordinary meeting called for 8:30 a.m. In the afternoon, from 1:15 p.m., another extraordinary meeting initiated by the opposition is called for the motion to dismiss the Deputy Speaker of the Parliament Tibor Gašpar (Smer-SD).
- On June 9, the deputies will decide on the dismissal of Drucker and Gašpar from their positions.
- Parliament is discussing an amendment to the reimbursement of medicines with the intention of increasing the availability of treatment.

The regular proceedings of the third week of the 52nd session are to begin with proposals from the workshop of the Ministry of Health. In the first reading, deputies are supposed to discuss, for example, an amendment to the law on the scope and conditions of reimbursement of medicines, the aim of which, according to the presenter, is to increase the availability of treatment for patients.
Budget and deficit
Finance Minister Ladislav Kamenický (Smer-SD) is to present the draft state final account for the year 2025 at the plenary. The material shows that last year public finances ran a deficit of 6.086 billion euros, which represents 4.45 percent of the gross domestic product. This is a more favorable result than anticipated by the approved budget, which counted on a deficit at the level of 4.72 percent of GDP.
The amendment to the Act on the Environmental Fund remains unresolved for a long time. Parliament has had it on the table since October 2025, but it has not yet been finalized. The MPs have not even gotten to the legislation returned by President Peter Pellegrini – it is the law on the so-called covid amnesties and the amendment to the law on gambling from last year. The head of state also vetoed an amendment to the food law in May of this year.
Electoral changes
On the agenda of this meeting are also parliamentary proposals regarding election rules. The Hlas-SD coalition party proposes to extend the election period in local governments from four to five years. Part of the proposal is also an amendment allowing to shorten the term of office of the parliament also through a referendum.
The SNS coalition presented its own proposal, which also concerns the length of the term of office – in addition to local governments, it also wants to introduce a five-year mandate for the National Council of the Slovak Republic. The Smer-SD coalition is coming up with an electoral amendment, which is supposed to change the way of voting from abroad. According to the new law, citizens abroad should vote at embassies instead of voting by mail. At the same time, the possibility of voting from abroad should also be extended to presidential elections.
Opposition and parliamentary rules
The opposition parties have prepared several initiatives of their own. Both Progressive Slovakia and SaS submitted amendments to the rules of procedure. PS proposes to modify the procedure for reporting deputies from the hall, i.e. for disciplinary measures during the meeting. SaS focuses on tightening the conditions for abbreviated legislative proceedings and limiting the addition of so-called stickers to laws.
The KDH has submitted a proposal to enable specialists for adults to provide health care to children aged 15 and over. Hnutie Slovensko proposes to adjust the quorum necessary for the validity of the referendum results.
Reports and control
The program of the 52nd meeting also includes an extraordinary report by the public defender of rights, Róbert Dobrovodský, which deals with fees in the health sector. In the coming days, MPs are also scheduled to discuss several draft resolutions and annual reports.
Among them is the report on the activities of the prosecutor’s office for the year 2024, as well as the reports of the Office for the Protection of Whistleblowers for the years 2024 and 2025. These materials are intended to provide deputies with an overview of the functioning of key control and judicial institutions in the past period.
