Albufeira will host, on June 15th, between 9am and 4pm, the conference “The New Urbanism — The Transformations Implemented in Territorial Management by Decree-Law no. 108/2026”, an initiative by urban planner António Góis Nóbrega, integrated into the Cycle of Conferences on Urbanism, Housing and Quality of Life.

Changes to municipal control
According to the organization, the new legal framework “profoundly changes some of the essential aspects of the legislation involving urban management”, by alleviating, in several situations, prior municipal control over projects and works, reinforcing the responsibility of promoters and technicians for compliance with the law, as well as for the safety and health conditions of buildings.
The main axes of the conference will be the application of artificial intelligence to urban management, the resolution of conflicts through arbitration and the accountability of those involved in urban planning procedures. The impacts of the new diploma on the role of municipal councils and the performance of technical designers, construction directors and other professionals involved will also be debated.
Among the issues that the organization intends to discuss are the civil liability of city halls in acts carried out within the scope of urban management and the way in which engineering can guarantee the safety and health of buildings in a context of less prior municipal control.
Responsibility of analysis technicians
The program also provides for a reflection on the “dignity of the liability statement”, that is, on the effective scope of the declaration signed by the technicians responsible and its ability to ensure compliance with the legality and legal certainty of the processes.
Several professional and associative entities linked to urban planning, construction, law and real estate mediation were invited to participate, including the Order of Engineers, the Order of Lawyers, ASMIP — Association of Real Estate Mediators, the Order of Architects, the Portuguese Arbitration Association and APPC — Portuguese Association of Designers and Consultants.
According to the information sent by the organization, the participation of the Order of Engineers, the Order of Lawyers and ASMIP are confirmed.

Among the announced speakers are João Luís Gonçalves, prosecutor at the Central Administrative Court and author of the book “The Civil Responsibility of Local Authorities”and António Góis Nóbrega, urban planner and organizer of the Conference Cycle Urbanism, Housing and Quality of Life.
The organization emphasizes that “conscious and informed debate is the essential basis of any credible public policy” and considers that the sharing of knowledge in this area is decisive for the quality of society and the territory.
