INSS promotes civil servant who endorsed agreement with entities – 06/11/2026 – Panel

In one of her first actions as the new president of , Ana Cristina Silveira promoted a civil servant who, during the administration of Jair Bolsonaro (PL), gave approval for the body to sign agreements with entities that include retirees and pensioners.

After the INSS scandal came to light, in 2023, she lost her position of trust. Now, under the new management, she has been promoted to an even greater position, that of general coordinator of INSS services.

Now, she is responsible for the operation of the country’s agencies, carrying out joint efforts, distributing resources and the operational budget for service throughout Brazil.

It was Manieri who, as coordinator of the Working Group, was in favor of signing agreements with Ambec (Association of Mutual Retirees for Collective Benefits) and AAPB (Association of Retirees and Pensioners of Brazil).

In both situations, the approval was given by Manieri and the then server Geovani Batista Spiecker, appointed by as the employee who worked to facilitate a solution for the resumption of illegal discounts.

Michelli Manieri as the person responsible for signing studies and notes that concluded the “technical viability” of these entities, even in the face of weaknesses highlighted in audits.

“The study concluded that Ambec had the technical capacity and conditions to operationalize the ACT [acordo]. To this end, the entity’s own statement was cited, which stated that it had the technical operational capacity to fulfill the purpose of the agreement”, says the government report.

According to reports from the (Comptroller General of the Union) and the PF, the entity registered an average of 846 new beneficiary affiliations per hour.

The AAPB presented more than 46 thousand alleged associates, but the agreement received a favorable opinion from INSS technicians, including Michelle Manieri.

The INSS stated in a statement that the appointed career civil servants underwent checks by the agency, the CGU and the federal government with no records of current penalties or ongoing accusatory procedures. “There is, therefore, no impediment or irregularity to the appointment”, he says.
