PT wants to expropriate idle and debt-laden properties in SP – 06/11/2026 – Panel

The municipal directory of de and the IBDU (Brazilian Institute of Urban Law) filed, this Tuesday (9), a public civil action to force the management () to expropriate idle properties with IPTU debts and transform them into social housing.

In the petition, PT São Paulo, chaired by councilor Hélio Rodrigues, and IBDU list 133 properties in the capital that have reached their fifth year with tax arrears, 11 of which have debts greater than the market value.

The action asks that in these cases, expropriation becomes mandatory. The argument is that the measure is provided for in . The party and the institute ask that the courts force the Nunes administration to expropriate them urgently.

According to the authors of the action, the city currently has more than 100 thousand people living on the streets.

Most of these buildings are located in the center region, on streets such as Floriano Peixoto, General Carneiro and Barão de Limeira.

The request is also based on notes made by the TCM (Municipal Audit Court), such as the inertia in the application of the Master Plan and the absence of plans and methodology for expropriation.

“It doesn’t make sense for a city with so many empty properties not to use the instruments provided by law to address homelessness and assist homeless people. That’s what we’re demanding in court,” says councilor Luna Zarattini, who chairs the City Council’s Human Rights Commission.
