PGR wants the investigation into “parallel Abin” to go to the first instance

Gonet says that former president Jair Bolsonaro was the only one investigated with privileged jurisdiction and his conduct has already been analyzed

The Attorney General’s Office requested on Thursday (June 18, 2026) that the investigation into the so-called “parallel Abin” be transferred from the Federal Supreme Court to the 1st instance of Justice.

In the document, the Attorney General of the Republic, Paulo Gonet, says that the former president (PL) was the only one investigated with privileged jurisdiction and his conduct had already been analyzed in the process in which he was accused of an attempted coup d’état. Read (PDF – 1 MB).

The document reads: “The remaining facts, not yet reported, are not immediately related to the authority holding a special forum or to its anti-democratic purpose, even though they may remotely have favored them. The pending investigative hypotheses, as can be seen from the indictment made by the Police Authority, focus on offenses against the Public Administration, arising from the violation of functional duties, which do not justify the actions of the Supreme Court”.

If the rapporteur of the case at the STF, Minister Alexandre de Moraes, decides to transfer, the investigations will be conducted by a judge of first instance.

UNDERSTAND

The “parallel Abin” was one in which the official structure of the Brazilian Intelligence Agency was used to monitor authorities, journalists and political opponents of Bolsonaro.

The investigation began in March 2023 and was concluded in June 2025. The PF indicted 36 people, including the former councilor and the former director of Abin and federal deputy, who was impeached after being prosecuted by the STF for an attempted coup.

According to , Bolsonaro and his son Carlos Bolsonaro were part of the . Both would have defined targets for illegal actions, received operational reports and benefited politically from the structure.

Bolsonaro, identified as “01” in the documents, was informed directly by Ramagem. Carlos Bolsonaro, identified as “02”, allegedly led disinformation campaigns online, interfered in investigations involving the family and created “parallel intelligence” with police officers he trusted.

The report cites Bolsonaro’s meeting with lawyers and members of the government to try to block the investigation into the Furna da Onça operation, which involved the senator (PL-RJ). At the center of the operation was , hired by Abin irregularly in December 2018 for R$5.7 million – during the Ramagem administration.

The tool was used to carry out more than 60,000 illegal queries to around 1,800 telephone terminals, without judicial authorization. Among the targets were STF ministers, politicians, journalists and civil entities.

Abin hid the intrusive nature of the system in official documents and stopped communicating to Anatel.

Bolsonaro was not formally indicted in this investigation as he had already been indicted for the same crime of criminal organization in the criminal action of the coup attempt.
