Association contests government decision to ask for delegates to return

ADPF says that the return of professionals affects strategic areas and does not solve the strong evasion in the Federal Police

A (National Association of Federal Police Delegates) released a note, this Friday (June 19, 2026), in which it expresses concern with the decision of the Ministry of Justice and Public Security to request the return of delegates assigned to bodies of the Executive, Legislative and Judiciary Powers. The entity states that the measure could affect institutions that use these professionals in strategic roles and does not address what it considers to be the corporation’s main problem, which are structural career issues.

The demonstration was held after the Ministry of Justice sent, this week, letters requesting the return of federal police officers assigned to assist magistrates and work in other public bodies. The measure was presented by the government as part of a guideline to strengthen public security and reinforce the fight against organized crime.

According to the investigation of the Estadãobehind the scenes of the Judiciary and among members of the Federal Police, the initiative has been interpreted as a possible reaction to investigations carried out in the office of the Minister of the Federal Supreme Court, André Mendonça. The investigations involve suspected embezzlement of INSS (National Social Security Institute) pensions and alleged fraud related to Banco Master, cases that affected government allies.

In April, the president (PT) had already publicly returned the assigned delegates. At the time, he stated that he had ordered the Ministry of Justice to summon police officers who would be outside the corporation’s activities. “I ordered the Minister of Justice to make a note inviting all Federal Police delegates who are outside the Federal Police. Only those who are Secretaries of State will be left out”these.

Os sent to public bodies were signed by the executive secretary of the Ministry of Justice, Ademar Borges. According to him, around 100 return requests were sent to more than 50 agencies at the federal, state and municipal levels.

In a demonstration to EstadãoBorges stated that the measure is part of a process started at the end of April to reinforce final activities. “The process of returning federal police officers, federal highway patrol officers and criminal police officers, following the widely publicized presidential directive, to reinforce and enhance core activities and combat organized crime began at the end of April and remains ongoing”he declared.

In the note, the ADPF states that seconded delegates are selected based on the experience and technical qualifications accumulated in the Federal Police and perform functions considered relevant to the strengthening of public policies and state management. According to the association, exchange between bodies also strengthens institutional dialogue.

The entity also argues that the Federal Police’s main challenge is related to the flight of professionals to other public positions. According to data presented by the association, in the last 3 years, 104 new delegates joined the corporation, while 50 left their careers.

ADPF also claims there is a reduction in interest in Federal Police competitions. According to the entity, the number of subscribers fell from 321 thousand in 2021 to 218 thousand in 2025.

For the association, strengthening the corporation requires measures aimed at enhancing careers, retaining talent and improving working conditions, and not restricting the work of delegates in other public administration bodies.

At the same time, there is a significant reduction in interest in Federal Police public competitions, with a drop from 321 thousand applicants in 2021 to 218 thousand in 2025.

In this context, the entity argues that strengthening the Federal Police requires structuring measures aimed at enhancing careers, retaining talent and improving working conditions, preserving the institution’s ability to fulfill its constitutional mission without compromising the relevant contribution made by its members in other Public Administration bodies”.
