CMN creates credit for delivery drivers to buy electric motorcycles

Financing line also includes electric bicycles and charging infrastructure for app drivers and delivery people

The CMN (National Monetary Council) approved this Friday (June 19, 2026) the regulation of the Move Brasil Entregadores and MotoApp program, which creates new lines of credit for workers in individual urban transport of passengers and cargo, including delivery drivers and app drivers, in addition to CLT professionals in the sector.

The measure was through Resolution No. 5,309 and details the financial and operational conditions of the initiative, which uses resources from the FIIS (National Investment Fund in Social Infrastructure). The FIIS remuneration will be 1% per year. Banks will be able to charge up to 11.25% interest per year, with a ceiling reduced to 10.25% in the case of women.

The objective is to expand access to credit for this type of worker, reduce operational costs and encourage fleet renewal with a focus on energy efficiency.

According to the CMN, the program also seeks to boost electromobility and associated infrastructure, such as charging networks and battery exchange systems.

The 1st line of financing is aimed at individuals working in urban transport. It allows the purchase of electric bicycles, mopeds, scooters and electric or flex motorcycles. The term of the operations will be up to 4 years, with a 2-month grace period.

The 2nd line is aimed at legal entities governed by public and private law, with priority given to cooperatives, unions and worker associations. The resources can be used in infrastructure to support the decarbonization of the activity, such as charging stations and energy management systems, in addition to BaaS (battery as a service) models.

In this case, the financing will have a term of up to 4 years, a grace period of 2 months, a limit of R$70 million per borrower and a maximum remuneration of 9.10% per year for financial institutions.

The remuneration to the fund will be 3% per year. Operations can be carried out by Banco do Brasil, Caixa Econômica Federal, BNDES (National Bank for Economic and Social Development) and accredited banks.
