The process that revoked the Denarium-Damião ticket was dropped from the agenda in 2024 and was only concluded in 2026; Delay shortened calendar and opened dispute over STF decision
Roraima voters this Sunday (June 21, 2026) in a supplementary election marked by a legal impasse that began before the campaign and could continue after the count. The polls closed at 5pm, and the counting of votes by the TRE-RR (Regional Court) begins at 7:30pm.
The dispute has (PL) in the ballot box with the contested candidacy and doubts about how the Electoral Court will treat the votes given to him and Nelita Frank (PT), a candidate who also depends on operational validation by the TRE-RR after the vote. The other candidate is Soldado Sampaio (Republicans), interim governor.
The TSE took 623 days to complete the judgment of (PP-RR) and (Republicanos-RR), elected in 2022.
The case already had a vote in 2024 by the then rapporteur, Isabel Gallotti, for . In the same week that Gallotti cast his vote, the then president of the TSE, a minister, met with senator Hiran Gonçalves (PP-RR) and Eugênio Aragão, a lawyer who worked in the defense of Denarium and Damião. Seven days after the meeting, the case was dropped from the agenda. Wanted by Poder360Cármen Lúcia and Hiran did not comment on the content of the meeting.

The trial only returned in November 2025, when it partially followed the rapporteur and voted to revoke the ticket. Kassio Nunes Marques then requested a review and kept the process stopped for more than 90 days, above the statutory deadline.
Today, Nunes Marques only after prolonging the trial for more than 5 months. As a result, the impeachment was only completed on April 30th, and the supplementary election was scheduled for this Sunday, June 21st.
TIGHT DEADLINE
The delay shortened the electoral calendar. When the revocation was confirmed, the TRE-RR approved an exceptional rule to allow candidates to be disqualified within 24 hours.
The rule by Flávio Dino, from the STF, who ordered the application of electoral legislation deadlines of 3, 4 or 6 months before the election, depending on the position held. The decision by the 1st Panel. Even so, contested candidates remained on the ballot.
The teams in dispute are:
- Soldier Sampaio (Republicans), interim governor, with Tayla Peres (Republicans) as vice president;
- Nelita Frank (PT), with Bartô Macuxi (Psol) as vice-president. Nelita replaced Antônia Pedrosa, who had her registration barred due to the period of non-compliance. As the ballot boxes had already been prepared, the voter used Antônia’s name and photo when voting;
- Arthur Henrique (PL), com Warrant Officer Velton (PL) as deputy. The ticket was blocked after the STF overturned the rule that allowed candidates to withdraw from public positions within 24 hours. The PL went to the Supreme Court, in a request analyzed by Edson Fachin, to be the candidate in the dispute. Fachin . Even so, the candidate appears at the ballot box while still trying to reverse the situation.
The investigation could take the election back to the Judiciary. If Arthur Henrique’s votes are decisive, opponents may question the validity of the result and claim that the Electoral Court kept a candidacy barred by the STF in the ballot box.
In a decision dated June 16 ( — PDF — 205 kB), Dino stated that the STF is the “last and indisputable instance” to establish the constitutional interpretation to be followed by the Judiciary. If Arthur’s votes are decisive, opponents will be able to claim that the Electoral Court failed to comply with the STF’s decision by keeping a candidate in the ballot box that met the rule set by the Court.

By agreeing to decide the Roraima case, the STF reduced the TSE’s scope of action and assumed the final word on an electoral controversy that could still be analyzed by the Electoral Court.
