The Federal Police are investigating the suspicion that R$350,000 in cash were delivered to senator Ciro Nogueira (PP-PI) during a trip to Brasília in August 2024.
The investigation brings together messages found on the cell phone of former banker Daniel Vorcaro, investigation documents and the testimony of a pilot who claims to have transported a bag with cash.
According to information revealed by the portal ICL News and confirmed by Folha de S.Paulo Using documents from the investigation, investigators identified a convergence between seized electronic records and the report of commander Mauro Caputti Mattosinho, a former TAP (Táxi Aéreo Piracicaba) employee.

One of the central elements of the investigation is an exchange of messages attributed to Vorcaro on August 6, 2024. According to the PF, the former banker sent the guidance to the financial operator Fabiano Zettel: “Resolve Ciro and galleries today / Send it there now”. In response, Zettel would have forwarded a to-do list containing the annotation “Species Ciro 350k”.
For investigators, the reference may indicate a cash payment intended for the senator.
Pilot’s report
On the same date mentioned in the messages, Mauro Mattosinho claims to have taken a flight between São Paulo and Brasília carrying businessman Roberto Augusto Leme da Silva, known as Beto Louco, who was being investigated in operations related to the fuel sector.
In a statement to the Federal Police, the pilot stated that he received instructions to pay special attention to a paper bag delivered before takeoff. According to him, the information received was that the content contained “money”.
Mattosinho reported that the weight and shape of the package led him to conclude that there was cash inside. He later presented the PF with a video recorded during the trip which, according to him, was intended to record the situation.
Upon disembarking in Brasília, the pilot claims to have heard a conversation involving Beto Louco and an employee about a meeting with “Senator Ciro”. According to his report, the bag was removed from the aircraft and did not return to the return flight.

“I don’t have much experience with paper money, but I imagine that, in R$200 bills, that would easily be R$350 thousand,” he told Sheet.
The investigators are investigating whether cash resources had been used to supply a financial structure linked to the senator, a hypothesis that is still the subject of investigation and has not been judged by the courts.
