PGR rejects plea agreement for former BRB president investigated in the Master case

The Attorney General’s Office (PGR) rejected the proposal for a plea bargain agreement presented by the former president of Banco de Brasília (BRB), Paulo Henrique Costa, investigated for alleged involvement in fraud attributed to Banco Master.

The defense reported that the decision has not yet been officially communicated, while the proposal remains under analysis by the Federal Police.

Paulo Henrique Costa is being investigated on suspicion of having received undue advantages to facilitate the attempted acquisition of Banco Master by BRB.

According to the investigation, the then president of the financial institution linked to the Government of the Federal District authorized the operation to proceed despite being aware of problems involving assets considered high risk held by Master. Costa denies the accusations.

In addition to the suspicion of payment of bribes, investigators are investigating whether there was non-compliance with governance standards and internal controls during negotiations between the banks.

Who is Paulo Henrique Costa

Business administrator with specializations in the financial area, Paulo Henrique Costa presided over BRB between 2019 and 2025. He was appointed to the position by the governor of the Federal District, Ibaneis Rocha (MDB), and remained at the head of the institution until November last year, when he was removed by court order.

Before taking charge of the bank, he built a career at Caixa Econômica Federal, where he worked for more than two decades. At the institution, he held the position of vice president of Customers, Business and Digital Transformation.

During his tenure at BRB, he led the institution’s expansion strategy and led negotiations for the purchase of Banco Master, an operation that ended up being targeted by the Federal Police.

Second PGR denial

The refusal of Paulo Henrique Costa’s agreement increases the Prosecutor’s Office’s resistance to the collaboration proposals presented by the main characters in the investigation.

On the 15th, the PGR had already followed the Federal Police’s understanding by rejecting the plea proposed by Daniel Vorcaro.

Although the Prosecutor’s Office refused Costa’s agreement, the Federal Police are still analyzing the proposal. The content of the eventual collaboration was not disclosed.
