Lula launches Desenrola Adimplentes with new credit lines for Fies

Program, announced this Monday (June 29), targets informal workers, will have FGO guarantee and public resources available

The president (PT) announced, this Monday (June 29, 2026), Desenrola Adimplentes and Fies Empreendedor, programs aimed at expanding access to credit for informal workers and students who keep their student loans up to date.

The initiative will feature R$4 billion in resources from the National Treasury, with R$3 billion allocated to Desenrola Adimplentes and R$1 billion to Fies Empreendedor. According to the Ministry of Finance, the resources will be used in reimbursable financial operations, with no impact on the primary result of public accounts.

ADDITIONALS

Desenrola Adimplentes will allow informal workers to renegotiate personal loans of up to R$15,000 – amount referring to the remaining debt balance – contracting a new operation with interest limited to 1.99% per month. Workers who have paid at least 4 installments of the contract and are up to date or up to 90 days late can join.

During the ceremony, the Minister of Finance, Dario Durigan, stated that the program aims to serve a public that was left out of payroll-deductible credit policies. “For the first time, the government makes an effort to look at informal workers”he declared.

According to Durigan, Desenrola has already benefited 7.5 million families and the new modality will allow workers to replace loans contracted with interest rates between 6% and 12% per month with cheaper credit.

The minister also said that the country has more than 100 million employed people, an increase in formal employment and a reduction in informality, but that there was still a need to create a specific policy for workers without access to payroll loans.

FIES GRADUATES

The provisional measure also creates Fies Empreendedor, a line of credit aimed at students who have paid off or are keeping their student loans up to date.

The modality will offer interest of 11% per year (0.87% per month), a limit of up to R$ 80.000 for individuals and R$ 180 mil for legal entities. The government’s expectation is to benefit around 100 thousand former students.

The Minister of Education, Leonardo Barchini, stated that the initiative aims to expand opportunities for low-income young people who face difficulties in entering the job market or opening a business.

“Today, with this line of credit, which is the cheapest among all subsidized lines in the country, we will be able to provide opportunities for these young people to undertake business”these.

According to the minister, the measure will mainly benefit young black people, indigenous people, quilombolas and residents of the outskirts who completed higher education through Fies.

BETS

In return for accessing the new lines, beneficiaries will be prevented from accessing online betting platforms for 6 months. In the case of Desenrola Inadimplentes, launched in May, the restriction is 1 year.

UNROLL

Novo Desenrola was launched on May 4th. To date, 7.5 million families have benefited from the program and 4.9 million people have already been deactivated.

On June 3, during the Ministerial Meeting led by Lula, the Minister of the Civil House, Miriam Belchior, reported that Desenrola 2.0 reduced the debt of Brazilian families from a total of R$20 billion to R$2.7 billion.

Desenrola Brasil Famílias renegotiated around 1.4 million debts with discounts, on average, of 85% of the amount originally owed. Among families, 854 thousand were able to pay off their debt in cash, with no further outstanding debts.

Here are the Desenrola models:

  • Unroll Brasil Fies: carried out 82,000 operations with an 80% discount, reducing debts from R$4 billion to R$940 million;
  • Novo Desenrola Brasil Companies: carried out 85,000 renegotiations;
  • New Rural Development: performed 28,000 operations.

DEFAULT

In May, Brazil reached 75.06 million consumers with a negative name, according to studies by the CNDL (National Confederation of Store Managers) and the SPC (Credit Protection Service) Brazil. The number represents 44.8% of the country’s adult population.

The largest contingent of debtors is concentrated in the age group of 30 to 39 years old, with 18.23 million people. The gender distribution shows a female predominance: 51.34% are women and 48.66% are men.
