UEFA fines 15 European clubs for violating financial rules

To European clubs for violations of financial rules in 2025/26. The decisions were announced this Wednesday (Jul 1, 2026) by the clubs’ financial control body and include sanctions related to the football income rule (FER) and the squad cost rule (SCR), in addition to cases of incomplete financial information.

The entity concluded that (England), (Italy), Nice (France), (Portugal), (Kazakhstan) and (Serbia) violated the football income rule, applied for the first time in aggregate based on the financial years 2023 to 2025.

Newcastle and Juventus have signed conciliation agreements with UEFA for a period of 3 years. The compliance period runs until 2028/29 and is subject to established financial targets. In this model, they need to achieve annual intermediate objectives and are subject to progressive measures in case of non-compliance, ranging from restrictions on player registration to exclusion from European competitions.

Newcastle United were fined €10 million, of which €7 million is conditional on compliance with the agreement. Juventus received a total fine of 20 million euros, with 14 million euros conditional.

Nice and Santa Clara were considered cases of temporary rape and received fines of R$2 million and R$1 million, respectively, with conditional installments of R$1.7 million and R$850 thousand, depending on compliance with the rules in the 2026/27 season.

FC Astana and Partizan had minor infractions and were fined 100 thousand euros and 200 thousand euros, respectively.

Cast Cost Rule

UEFA found that Aston Villa, Chelsea, Newcastle, Nottingham Forest, Nice, Strasbourg, AEK Athens, Fiorentina and Fenerbahçe exceeded the 70% revenue threshold for squad costs in 2025.

The fines applied were:

  • : 25 million euros (of which 12 million euros are conditional);
  • : 22.5 million euros (of which 15 million euros are conditional);
  • : R$7 million;
  • : R$6 million;
  • Chelsea: 3 million euros (of which 2 million euros are conditional);
  • Newcastle: 3 million euros;
  • : R$ 2.5 million;
  • AEK Athens: 500 thousand euros;
  • Nice: 450 mil euros.

Clubs with more relevant infractions (Strasbourg and Aston Villa) will also have restrictions on the registration of players on the UEFA A list in the 2026/27 season.

In the case of Aston Villa and Chelsea, UEFA considered the evolution in the cost/revenue relationship from 2024 to 2025, according to projections presented under previous agreements, keeping part of the fines conditional on performance in 2026.

Bologna and Napoli also exceeded the 70% limit, but had the excess compensated by football revenue, as provided for in the rules, and were not punished.
