Chamber accelerates project to prohibit retirement discounts; understand

The House of Representatives should vote this week the urgent request for the bill that prohibits (INSS). The goal is to prevent associations and unions from continuing to apply direct discounts on social security benefits, a practice that has become the target of Federal Police investigations.

The mayor, Hugo Motta (Republicans-PB), said the crisis involving the INSS will be a priority on the house’s agenda. The measure was proposed after the Federal Police’s “without discount” operation, which revealed a deviation scheme involving INSS associations, with estimated losses of more than $ 6 billion in the last six years.

Main points of the project:

  • Prohibition of discounts on retirement and pensions: The text revokes the provision of Law No. 8,213/1991 which allows the collection of monthly fees of associations directly in social security benefits.
  • Exceptions maintained: Discounts on social security contributions, income tax, food pensions, administrative or judicial payments and payroll loans are still allowed.
  • Entry into force: If approved and sanctioned, the project is valid 90 days after the publication of the new law.

The bill is authored by Deputy Sidney Leite (PSD-AM) and was presented on April 24, one day after the start of the PF operation. The urgent request will be voted on Tuesday (20), allowing the text to be analyzed directly by the plenary, without undergoing commissions.

To be approved, the bill needs the support of at least 257 deputies in the House and then 41 senators. If you do not change in the Senate, it goes to presidential sanction. President Luiz Inacio Lula da Silva will have 15 business days to sanction, veto the text in whole or partially.

CPMI to investigate INSS fraud

In addition to the bill, the pressure is growing for a Mixed Parliamentary Commission of Inquiry (CPMI) to investigate the INSS frauds. The government base is divided between supporting the investigation and trying to block its creation.

This week’s vote outcome will be decisive for both the project’s approval and the future of CPMI which can deepen investigations into fraud.
