Lula hands over land titles and allocates R$20 million to settlements in MS

The president (PT) participated, this Thursday (June 25, 2026), in a ceremony at the Itamarati Settlement, in Ponta Porã (MS), to hand over 1,390 domain titles to settled families and announced R$20 million in investments to recover the site’s productive infrastructure.

“We realize the progress that has been made in all the people who are settled here. There is still a long way to go before we do everything possible for people to reach full fulfillment”he declared.

Families from the following settlements were included:

  • Nova Era, in Ponta Porã;
  • Aldeia, in Bataguassu;
  • Ressaca, in Bela Vista;
  • Taquaral, in Corumbá;
  • Guanabara, in Amambai;
  • Indaiá IV, in Aquidauana.

Settlements in the municipalities of Sidrolândia, Itaquiraí, Rio Brilhante, Corguinho and Nova Alvorada do Sul were also included.

The president stated that expropriating a farm in Mato Grosso do Sul is “very expensive”.

“If we could buy at market value… When we have to pay tax, it [o proprietário] there is a ‘little farm that produces nothing’. When it is to sell, there is ‘a farm’. The law tells us to buy at market value”, declared.

The R$20 million announced for the settlement will be implemented through a partnership between Incra (National Institute of Colonization and Agrarian Reform) and UFMS (Federal University of Mato Grosso do Sul).

The project aims to expand grain storage capacity, reduce production losses, revitalize production structures, improve water infrastructure, agroindustrialization and energy transition initiatives.

During the ceremony, the government also handed over PAA (Food Acquisition Program) contracts to 3 cooperatives:

  • R$ 1.394.865,64 for the Cooperative of Settled Rural Workers for Agrarian Reform (Cooperterra), by PAA Sementes;
  • R$ 540.000 to the Cooperative of Producers of the Itamarati Settlement in Ponta Porã (Cooperai), through PAA Purchase with Simultaneous Donation;
  • R$ 240.000 for the Itamarati Family Farmers Cooperative (Cooperafi), also through PAA Purchase with Simultaneous Donation.

The government also signed a tax transaction with the João Santos Group, in judicial recovery, which allows the payment of federal debts with the delivery of land destined for agrarian reform. The agreement involves the MDA (Ministry of Agrarian Development), Incra, the AGU (Attorney General of the Union) and the PGFN (Attorney General of the National Treasury).

The event also featured the delivery of Incra Installation Credit Contracts in 3 modalities: R$3.49 million for the Fomento Mulher modality, R$4 million for Housing and R$696 thousand for Initial Support.
