The intervention occurs because the manager occupies a position directly subordinate to the daughter, municipal secretary of health, which hurts principles of public administration. In addition, the MPAC reached reports of bullying attributed to the direction of the unit, without being taken by the Secretariat.

The ministerial agency stresses that the permanence of the situation can configure administrative misconduct and guides that the choice of new leadership is based on technical criteria, excluding kinship bonds with local managers.

“The recommendation points out that the maintenance of the situation compromises the principles of impersonality, morality and administrative efficiency, in addition to being able to configure an act of misconduct. In addition, the new appointment must observe technical criteria and professional qualification, removing kinship bonds with municipal managers,” the MPAC said in a statement.

The municipality will have 20 days to perform the dismissal and five days to officially communicate the service or not of the recommendation.
