The State Deputy (PT) presented in the (Legislative Assembly of) a complementary bill to incorporate the complementary allowance received by state servants to the permanent fixed remuneration of these professionals.
The measure would also be valid for employees of the State Attorney General, State Comptroller General and State Municipalities.
In the text, the parliamentarian establishes that the incorporated values will compose the base salary of the server and will serve as a basis for calculating permanent advantages, including additional and percentage bonuses, progressions and pensions with parity.
In justification, Emídio states that the project seeks to correct a distortion in the state’s remuneration policy, “replacing the current logic of the ‘complementary allowance’ with its definitive incorporation into permanent fixed remuneration”.
With this, he says, no state, active or inactive public servant with parity would receive lower salary of São Paulo, currently at R $ 1,804 for a 40-hour journey per week.
In the evaluation of the parliamentary, the policy of the allowance, the way it was instituted, “does not guarantee a real floor, but a transitory and non-incorporable complement, which, in practice, does not serve as the basis for additional, advantages, five-party, vacation and, above all, for pensions and parity pensions.
He calls the “accounting and hypocritical strategy, because the state proclaims the fulfillment of the minimum wage of São Paulo, but, in essence, does not respect the legal floor he established himself, perpetuating inequalities and weakening the social security bond.”
Sought, the government of São Paulo reported that “no state executive server receives lower remuneration to the São Paulo salary floor, currently set at R $ 1,804.00 for 40 hours per week.”
