According to the Israeli newspaper, Minister Bezalel Smotrich, one of the most extremists of the government of Benjamin Netanyahu, decided to start to retain the taxes charged unilaterally in June.

The revenues generated by this charge surround the 100 million euros per month and constitute a large part of the Palestinian authority budget.
This is not the first time Israel makes this decision, but this time it has not been coordinated with the rest of the government.
Haaretz also states that the Trump administration is coordinating these delays in payment with Israel so that the release of money is part of an extended agreement to end the conflict in Gaza.
