Measure does not amount to expulsion; According to the Federal Police, a United States employee loses access to the corporation’s facilities in Brasília
A withdrew the credentials of a United States agent in Brasília, in response to the case involving the delegate US target. The measure, according to the corporation, was taken based on the principle of reciprocity. The movement takes place in the context of the reaction of the president’s government (PT), which talks about fighting back and demands explanations after not receiving official communication from Washington.
The PF confirmed to the Poder360 that the decision came from the corporation itself, and not from the federal government. The restrictions are limited to activities related to the Federal Police. The formalization date was not announced until the publication of this report.
The Brazilian government claims to have not received official communication about the case. Without formal notice from the United States, Marcelo Ivo’s return could amount, in practice, to an expulsion, even without an official rite – which rules out the possibility of extradition.
The action responds to the decision of the president’s government (Republican Party), which requested the departure of the Brazilian delegate. Marcelo Ivo worked as a liaison officer at ICE (Immigration and Customs Control Service). The measure was communicated by the Office of Western Hemisphere Affairs in a publication in X.
“No foreigner can manipulate our immigration system to circumvent formal extradition requests and extend political persecution into United States territory. Today, we ask that the Brazilian official involved leave our country for trying to do this”the office stated.
The Ministry of Foreign Affairs summoned the acting charge d’affaires of the US Embassy in Brasília, Kimberly Kelly, to give explanations. Itamaraty confirmed that the meeting was held on Tuesday afternoon (April 21, 2026), but did not provide details of the meeting.
The director general of the Federal Police, Andrei Rodrigues, in an interview with GloboNewssaid that, with the measure, the North American agent loses access to the corporation’s facilities and the systems used in its activities in Brazil.
“I have regretfully withdrawn the credentials of a US server on the principle of reciprocity”, he stated.
In the interview, Rodrigues stated that Marcelo Ivo de Carvalho left the United States because of his determination. According to him, there was no “no expulsion of any Brazilian employee”.
The statement, however, contradicts the US State Department, which on Monday (April 20), that a Brazilian government official was expelled from the country for trying to make “political persecution”.
The PF highlighted that none of the measures amount to expulsion. “Both Marcelo Ivo was not expelled from the United States, nor are we, the Federal Police, going to expel anyone from Brazil. It is not our role”said Rodrigues.
The reaction within the government is not uniform. While Lula talks about possible retaliation and mentions “reciprocity” In the face of possible abuse, the interim president (PSB) said that Brazil should wait for developments before adopting new measures.
WHO IS MARCELO IVO
Marcelo Ivo has worked as a liaison officer for the Federal Police in Miami, in the State of Florida, since 2023. Born in Santos (SP), he has a degree in law and joined the PF in 2003. He commanded the PF Police Station at Guarulhos airport in 2016 and was the regional delegate for Investigation and Combating Organized Crime in São Paulo from 2018 to 2021.
The police chief was involved in an accident that caused the death of a motorcyclist in October 2016. At the time, his driver’s license had been expired for more than a year. In September 2020, the São Paulo Court acquitted him due to lack of evidence.
