Defeat of the Tax MP was already announced – 10/09/2025 – Dora Kramer

The alternative to increasing the Tax on Financial Operations (IOF) was a foregone conclusion. It was surprising that the government believed it could win.

The signs of defeat were there for all to see. Starting with the warning given months ago that it would no longer approve anything that would involve new tax charges. So much so that in June it invalidated the decree increasing the IOF, which was later partially recovered in the Federal Supreme Court.

When revisiting the topic, the refusal was demonstrated by the delay in the MP examination, left until the last day of the legal deadline. The day before, the measure passed through the joint special committee, with the negligible advantage of one vote.

The gypsy, therefore, did not deceive anyone. It was the Palácio do Planalto that allowed itself to be deceived, perhaps due to the assumption that the government’s good momentum would make the opposition change its mind, given the significant recovery in the President of the Republic’s popularity, recorded in Genial/Quaest published on Wednesday morning (8).

In reaction to the defeat, the government threatens to suspend the release of parliamentary amendments and present new measures to ensure an increase in revenue.

He will enter into a new losing struggle, but this is the game of those who opted from the beginning for a fiscal policy with lots of spending and few cuts.

Reckless, however, is another part of the response: the attempt to turn Congress against the population, saying, as the president (PT) did, that refusing the proposal is against the country. With this, he entered the dangerous terrain of anti-politics, in which populism thrives.

The expression of the will of the majority of Parliament is the prerogative of the collegiate, not an action against the country to be considered when the current government suffers a defeat.

The repudiation of further fundraising measures was stated back there and was made clearly. Therefore, the insistence proved to be imprudent to say the least and the subsequent complaints unfounded.
