France tries to stop the text; Mercosur countries are gathered in Uruguay awaiting the approval, with the presence of the president of the European Commission, Ursula Von der Leyen
If the announcement of the agreement between the oea takes place this Friday (6), this will mark the completion of the negotiations, which cover political and cooperation aspects, as well as economic and commercial issues. Although negotiations were considered concluded in 2019, the pact was not yet fully formalized. Negotiations are made up of two main parts. The first concerns the economic and trade agreement, which can only be implemented after approval by the European Parliament and the European Council. Furthermore, the parliaments of Mercosur countries also need to ratify the agreement.
For the agreement to be approved by the European Council, it is necessary to obtain a qualified majority, which corresponds to 55% of the member states, in addition to the support of countries representing at least 65% of the European Union’s population. This requirement makes the approval process more complex. Other aspects of the understanding, such as those related to investments, must be submitted to the national parliaments of the bloc’s countries, which can be an additional challenge.
If the agreement is officially announced, it will be presented in its entirety, covering all points discussed. The validation process in Europe includes a detailed technical review and translation of the document into all official languages of the European Union. After this stage, the agreement needs to be approved by both the European Council and the European Parliament.
As far as Mercosur is concerned, once the agreement is formalized, it must also be ratified by national parliaments. After approval in each of the countries, the agreement may enter into force, allowing the implementation of the agreed measures.
