According to data from the Teotônio Vilela Institute (ITV), a research body linked to the party, one of the problems is the low execution of items linked to the security area, such as the Penitentiary Fund (Funpen) and the National Public Security Fund (FNSP).
In the case of Funpen, transferred to states for the construction and expansion of penal establishments, budget execution was 36.2% in almost three years, or R$565 million of the R$1.6 billion planned, according to the Institute.
