Mayors of the North region demand a new federative pact – 12/12/2025 – Panel

Mayors of capitals and medium-sized cities in the northern region of the country wrote this Friday (12) a document that will be sent to Congress and the federal government, in which they question the .

They claim that their cities are responsible for maintaining large areas of preserved forest, but they are among those that receive the lowest per capita revenue in the country in tax resources allocated to municipalities.

The managers cite studies from the Ifem platform (Municipal Financing and Equity Indicators), from the FNP (National Front of Mayors), that around 70% of the population in the Northern Region lives in municipalities that are among the worst 20% in the country in per capita income.

The document, called “letter”, was created together with parliamentarians from the Amazon bench in the Chamber.

The text proposes a new financing model that recognizes demographic weight, territorial extension, environmental preservation and internal inequalities.

There is also a demand for a change in the calculation of the FPM (Municipal Participation Fund), so that territory and preservation criteria are incorporated into the calculation of resource distribution.

“It cannot be treated as an environmental priority and a fiscal problem at the same time. The country demands preservation, carbon and biodiversity targets and, in return, delivers some of the smallest municipal budgets in the federation”, stated the mayor of Manaus, David Almeida (Avante).
