Ethics Council analyzes representation of Novo against PT deputy

The Council of Ethics and Parliamentary Decorum of the Chamber of Deputies meets this Wednesday, 4th, to discuss and vote on the preliminary opinion on the representation presented by Novo against deputy Lindbergh Farias (PT-RJ). In the representation, Novo accuses the parliamentarian of publishing, on social networks, false accusations against Marcel van Hattem (Novo-RS) and, based on these publications, unduly suing the Attorney General’s Office (PGR).

Novo also maintains that Lindbergh’s initiative violates the parliamentary immunity provided for in the Constitution and characterizes the improper use of institutional instruments to embarrass a colleague in the exercise of his mandate.

In the defense presented to the Council, Lindbergh states that he acted in the regular exercise of the right to petition, guaranteed by the Constitution, and that provoking control bodies is an inherent attribute of the parliamentary mandate. The deputy maintains that the representation is inept, does not describe conduct typical of breach of decorum and seeks to transform political and legal disagreement into a disciplinary infraction.

The defense also argues that parliamentary immunity is not absolute and that the activation of the PGR aimed to defend democratic institutions, in the face of what it classified as attacks on the Federal Supreme Court (STF).

Analysis of the opinion is the initial stage of the process within the collegiate and may lead to the opening of an investigation for possible breaches of parliamentary decorum.
