Government suspends work on waterway after indigenous protest – 02/06/2026 – Panel

The Lula government suspended authorization for dredging of the Tapajós river waterway, in Pará, following demonstrations complaining that they had not been consulted about the work,

After coordination by ministers Guilherme Boulos (General Secretariat), Silvio Costa Filho (Ports and Airports) and Sonia Guajajara (Indigenous Peoples), the work was suspended and consultation will be carried out with the tapajós living in the Santarém region, based on guidelines from the ILO (International Labor Organization).

“In view of the mobilizations of indigenous peoples and other social segments carried out in recent days in the municipality of Santarém, state of Pará, the federal government informs that it sent representatives to the city, who presented proposals related to the mobilization agenda and established a negotiation process with the protesters, accompanied by the Federal Public Ministry”, says the note signed by the trio of ministers.

The ministers add that the Lula administration maintains the commitment made at COP30, that all projects linked to the waterway will be preceded by consultations with indigenous peoples.

The decision, according to the Panel, was attended by President Lula himself, who was convinced to suspend the dredging despite it being considered routine work.

There are also studies for the concession of the waterway, a larger and more ambitious project, which is also opposed by indigenous people.:

An Interministerial Working Group was also established, with the participation of federal public administration bodies and entities, as well as representatives of indigenous peoples, to discuss the topic.
