The Government approved a change in toll collection that will affect some vehicles. The measure aims to reduce costs for transporters and adjust circulation on some of the country’s main roads, with retroactive effects to the beginning of the year.

From this Wednesday, February 25th, the exemption comes into effect and also allows the refund of amounts already paid by users served.

Law clarifies application and refunds

According to Notícias ao Minuto, the diploma that clarifies the rule was published in the Official Gazette of the Union and defines how toll suspension should be applied, as well as the procedure for requesting a refund from operators.

The measure applies specifically to heavy goods vehicles in classes 3 and 4. The sections covered are the A41, the A19 between São Jorge and Leiria Sul and the A8 between Leiria Sul and Pousos. Light and heavy vehicles in classes 1 and 2 are excluded.

Reason for delay in application

The exemption had been approved within the scope of the State Budget for 2026, but was not being applied due to the lack of a legal framework that would allow different types of vehicles to be distinguished.

The new law functions as an interpretative standard and unlocks its execution, ensuring that transporters can take advantage of the measure.

Refunds for previous payments

According to the same source, transporters who have paid tolls on these sections since January 1st can request a refund.

The request must be made directly to the toll operator, upon presentation of proof of the journeys made.

The A41 is one of the main corridors for the circulation of goods in the Porto metropolitan area, connecting industrial areas, logistics platforms and other highways.

Diverting heavy traffic to this route relieves pressure on the VCI, especially during periods of greater congestion.
