Centrão wants to avoid voting on project that regulates penduricalhos if government does not get involved in debate – 02/25/2026 – Politics

The center wants to avoid discussion in the Chamber about the regulation of public service payments and conditions any discussion on the Lula (PT) government’s incisive involvement in the issue. In an offensive against extra-ceiling remuneration, the (Supreme Federal Court) was not provided for by law and determined that Congress should regulate the matter.

Center leaders heard under reserve by the Sheet They say that it cannot deal alone with an issue considered thorny, with strong popular resistance, in the middle of an election year. These parliamentarians believe that the House should only address the issue in 2027, within the scope of the . Allies indicate that the opinion is shared by the president of the House, (-PB).

The only way to accept the discussion before the election, say these centrão leaders, is with the direct participation of . It is a way of sharing with Planalto any potential burden in terms of public opinion and preventing any possible campaign by the PT or the opposition in the form of “us against them”.

Planalto has no desire to change the matter. According to government leadership, the issue has zero priority on the Executive’s agenda, which wants to focus on issues of electoral interest, such as the Security PEC and the end of the 6×1 scale, given a tight voting calendar due to the October elections.

There has been trauma in the Chamber for two recent episodes. At a time of tension with the government in 2025, the Legislature suffered due to the overturning of the MP (Provisional Measure) of the (Tax on Financial Operations) and the increase in the number of deputies.

Behind the scenes, leaders consider that, in order to prohibit the payment of excess payments above the civil service ceiling, it would first be necessary to raise the current limit, which would cause strain in the eyes of public opinion. By law, a public servant cannot receive more than the salary of a STF minister, currently R$46,300, but hundreds of judges and prosecutors do.

Thus, parliamentarians fear that a review of the ceiling, even if accompanied by a ban on hangings above the limit, will be used to launch campaigns against the current mandate holders, who will contest the elections in October.

These centrão leaders want Planalto to send a proposal or, at least, have a digital report on the text, but without a guarantee of a vote before the election. So far, the government has not signaled any intention to enter into the matter, as the STF determined that Congress should legislate, without the express need for Executive participation.

Without mentioning the electoral factor, Hugo Motta indicated that the House expects the government to participate in the discussion. On Tuesday (24), the parliamentarian, Edson Fachin, also indicated that there is no rush to analyze the issue.

“We want, from now on, with a working group that represents the Federal Supreme Court, that represents the Chamber, the [Tribunal de Contas da União] which will bring the data, the Federal, I understand that the Executive Branch also has to enter into this discussion, so that we can have a structuring discussion about what the public machine is”, stated Motta.

The meeting with Fachin on Tuesday also included the president of the Senate, (-AP), the president of the Federal Court of Auditors, Vital do Rego, and the deputy attorney general of the Republic, Hindenburgo Chateaubriand, in addition to the vice-president of the STF, , and the two ministers of the court who report cases on pendulicinhos, and .

According to interlocutors of those present at the meeting, Motta and Alcolumbre signaled that the 60 days determined by the court to issue a law that regulates the payment of penduricalhos is a short and practically unenforceable period, given other priorities of the Legislature and the tight calendar due to the election year.

The leader of the PT, Pedro Uczai (SC), this Thursday (26), at the meeting of leaders of the Chamber, a request for a vote on a project from the bench that regulates the payment of and trinkets. The parliamentarian, however, says that the initiative belongs to the party, not the government.

The STF this Wednesday (25), and should conclude on Thursday, the injunctions of ministers Flávio Dino and Gilmar Mendes who suspended the payment of salary caps for public servants.

The tendency is for the plenary to confirm the decisions, although there may be occasional reservations. There is also an expectation that the court will debate the transition rule agreed on Tuesday with the leadership of the .

The judgment is seen by ministers as an opportunity to give a nod to society and restore, at least in part, the image of the STF, which was damaged by the repercussions of the investigation into Banco Master.
