Congress should leave “unpopular agendas” until after the elections

PECs that limit the power of the Armed Forces, establish administrative reform and determine the end of the 6×1 scale should only advance after 2026

In an election year in Brazil, the tendency is for Congress to postpone the analysis of some PECs (Proposed Amendments to the Constitution) to focus on electoral strongholds and postpone the vote for 2027. The President of the Chamber, (Republicanos-PB), has already made statements about prioritizing proposals with greater consensus and avoiding sensitive topics.

Here are the topics that Congress should postpone until 2027:

  • PEC of administrative reform
  • PEC that limits the power of the Armed Forces
  • PEC of Central Bank autonomy
  • PEC at the end of the scale 6 X 1

ADMINISTRATIVE REFORM

The PEC of administrative reform that is being reported by the deputy (PSD-RJ), aims to achieve state efficiency, digitize systems and eliminate privileges.

The package of changes includes changes to career progression rules, the treatment of conflicts of interest and the distribution of vacancies between men and women. THE it also deals with vacations, days off, remuneration and sanctions applied to employees.

The text awaits an order from the President of the Chamber to be initially processed by the CCJ (Constitution and Justice Commission). In addition to being a sensitive topic for the election year, it faces resistance from public servants, which contributes to postponing the vote until 2027.

Authors of told the Poder360 that there is the possibility of voting in the plenary after the elections. Motta has already signaled that he wants a reform as a legacy, just as it was for his predecessors, the pension reform of (RJ) and the tax reform of (PP-AL).

PEC LIMITING THE POWER OF THE ARMED FORCES

As They are historically a sector sensitive to structural changes, especially in election years. Therefore, the PEC that changes article 142 of the Constitution should be until 2027, according to the rapporteur, deputy (PT-SP).

The text, still under construction, extinguishes GLO (Law and Order Guarantee) operations and determines that military personnel who assume public office be transferred to the reserve. According to the rapporteur, the is necessary to remove the Armed Forces from politics.

The initiative also modifies article 142 of the Federal Constitution, which defines the functions of the Armed Forces. According to the current text, any of the Powers can request the military to act to ensure law and order.

PEC AUTONOMY OF BC

A aims to expand the financial, fiscal and budgetary autonomy of the Central Bank. The text seeks to modernize the institution and ensure, among other things, the security of the Pix instant payment system.

The proposal is under discussion in the Senate’s CCJ, under the report of the senator (PSDB-AM). The president of the BC, Gabriel Galípolo, has defended the expansion of autonomy, including the possibility of directly hiring employees.

The proposal’s rapporteur stated that there was consensus with the government bench after adjustments to the text and that the Central Bank’s actions in the case of helped unlock political support for the proposal. However, he said that the senators are focused on the INSS CPMI.

END OF SCALE 6X1

The president (PT) treats the as a government priority. Planalto assesses that the proposal has popular appeal and can mobilize the electoral base in the 2026 campaign. The Executive’s strategy is to vote on the issue in the 1st semester to generate political dividends for re-election.

To speed up the process, the government considered sending a bill with constitutional urgency; in this model, the Chamber would have up to 45 days to analyze the text. However, the scenario changed after the president of the Chamber on February 9, 2026 to the CCJ the PEC that deals with the reduction of working hours.

In this format, processing tends to be slower. After passing through the CCJ, the text will still need to be analyzed by a special commission before going to the Chamber plenary. The rite could hinder the government’s strategy of speeding up voting.

On the one hand, Motta stated that he intends to take the proposal to the . On the other hand, even if it is approved by deputies, the text will still need to pass the Senate. Opposition congressmen evaluate the possibility of the analysis to prevent the government from politically capitalizing on the measure in an election year.
