CNU: almost half of those approved are women and 40% benefit from quotas

CNU 2024 invites 254 candidates from the waiting list

The Federal Government presented, this Tuesday (17/3), the consolidated numbers of the second edition of the CNU 2025the Unified National Competition. The data, revealed by the Minister of Management and Innovation in Public Services, Esther Dweck, points to a change in the profile of the new federal public servant: diversity and regional inclusion have reached unprecedented levels. Of the 3,649 vacancies distributed across 32 federal agencies, almost half (48.4%) were won by women, a significant jump compared to the 37% in the first edition.

According to the portal Competition Managementthe affirmative action policy also showed its effectiveness, with 40.5% of those approved belonging to quota groups (black, mixed race, indigenous, quilombolas or PCD), surpassing the 33.6% registered in CNU 1.

Advances in diversity and drop in abstention

O CNU 2025 mobilized more than 760 thousand registrants in 228 cities. One of the points most celebrated by the government was the greater participation of candidates, resulting in a considerably lower absentee rate than the previous year.

  • End of Fouls: Abstention in the first test was 42%, while in CNU 1 this number reached an alarming 54%.

  • Regionalization: The Northeast advanced in the occupation of vacancies, jumping from 26% to 29.3% of those approved, second only to the Southeast (34.5%).

  • New Groups: For the first time, the contest measured the approval of quilombola people, who represented 1.2% of the total selected.

Minister Esther Dweck highlighted that the success of the CNU 2025 consolidates the unified model as the standard for the reorganization of the Union’s personnel. The capillarity of the exam, which received approval from 578 different cities, reinforces the objective of “democratizing access” to the public service. According to experts, this positive outcome paves the way for the third edition of the event, already eagerly awaited by the competition market for next year. With the appointment of these new civil servants, the government hopes to refresh the public sector with profiles that truly reflect the plurality of Brazilian society.

Reserve registration and new calls at CNU 2025

The final classification was approved on Monday (16/3), including qualified candidates in immediate vacancies, reserve registration and waiting list. There are still that can be called — referring to the first and second call of the reservation register.

Minister Esther Dweck explained that the new round of calls aims to fill vacancies in CNU 2025 that have not been filled.

Furthermore, the Ministry of Management projects that which increases the demand for new selections. According to Dweck, staff replacement has a direct impact on the quality of services to the population, with repercussions on social, economic, regulatory and public safety policies.

Organized by Fundação Getúlio Vargas, CNU 2025 offers 3,652 vacancies for 32 bodies and entities of the Federal Executive Branch, for positions at medium and higher levels of training.

Those approved will receive starting salaries of up to R$17,726.42.

The objective assessments were applied on October 5th, with the following structure:

  • Higher level exams
    • 90 multiple choice questions with 5 alternatives (30 general knowledge and 60 specific)
    • From 1pm to 6pm (5h duration)
  • Evidence of
    • 68 multiple choice questions (20 general knowledge and 48 specific)
    • From 1pm to 4:30pm (3h30 duration)

The discursive tests were carried out on December 7th, as follows:

    • 2 discursive questions
    • From 1pm to 4pm

    • 1 dissertation-argumentative essay
    • From 1pm to 3pm
