The president of the (Superior Electoral Court), minister, said this Wednesday (18) that Brazilian citizens need to have the guarantee that they are being judged by competent and impartial magistrates.
“God forbid I be judged by a judge who is not independent, impartial, ethical and honest”, said the minister of the (Supreme Federal Court), in a lecture to university students at CEUB (Centro Universitário de Brasília).
Cármen is the one proposed by the president of the Supreme Court, and is responsible for preparing the draft text, which should be discussed by the court after the October ones.
Establishing rules to guide the behavior of ministers is a bet by Fachin to try to restore the image of the Supreme Court, after the repercussions of the investigation into financial fraud.
Currently, ministers are at the center of the damage, due to mentions located on the cell phone of the former banker, owner of Master. Both deny any wrongdoing.
In the lecture, Cármen Lúcia said that she defends more women in the composition of the STF “because there are very competent women who can be in the Supreme Court, who should be in the Supreme Court, in the Superior Court [de Justiça] and anywhere.”
He then stated that he also wants “competent men” in these spaces. “I don’t want to be judged by someone who is dependent, who is just a sycophant who gets there because of this and who doesn’t have the independence to judge.”
According to the minister, “the ethics of equality involves the participation of all people, women and men, so that we have a political consensus that is truly democratic.”
The judge spoke about gender-based political violence, with a focus on the 2026 elections. She mentioned that it is against women, which discourages female participation in the election.
“The speech against us is always sexist and demoralizing. Against the man, they say that he is a bad administrator or that he participated in some conspiracy. Against us, the references are always sexual and always affect, in addition to us, our families”, he stated.
Cármen also said she learned of a possible attack against her. “Coming here, they told me that they sent a bomb to kill me. It’s worse for whoever sends it. It’s better not to send it. I’m among students, they all turn into my lawyers in two minutes”, he joked. “I don’t even know if it’s a fact, I know they’re calling me. And I’m very much alive, more and more every day.”
The president of the TSE also said that, since the end of the 2024 elections until now, the largest number of cases in court concern cases of fraud regarding the mandatory quota of 30% to finance women’s candidacies.
“They get someone who is not a candidate to lend their name. The women say that the party is looking for them, that they are ready, but that they are never able to speak to the leaders again, much less campaign or actually obtain financing.”
Cármen will leave the TSE in June this year and leaves behind a legacy. She will be replaced as president by the minister, who will lead the general elections in October.
