Dino expands investigations into Carlos Viana’s amendments – 03/30/2026 – Brasília Hoje

The minister of the (Supreme Federal Court) stated this Monday (30) that the explanations of senator Carlos Viana (-MG) about the sending of R$ 3.6 million in parliamentary amendments to an institution linked to the Lagoinha Baptist Church are insufficient and expanded the investigation into the allocation of the resources.

In an order, Dino said that he and Viana “discussed in a generic and abstract way” about three transfers made between 2019 and 2025 to the Oásis Foundation, the social arm of the church.

The minister determined that the Ministry of Social Development, the city councils of Belo Horizonte and Capim Branco (MG) must present, within 10 days, documents relating to the sending of resources “in view of insufficient transparency and traceability”.

Dino gave the decision in action at the court that analyzes parliamentary amendments, in response to a petition presented by federal deputies Rogério Correia (-MG) and Pastor Henrique Vieira (-RJ). The congressmen pointed out alleged irregularities in the senator’s sending of resources to the Oásis Foundation.

According to them, in his position as president of the joint CPI (Parliamentary Commission of Inquiry) of the INSS (National Social Security Institute), Carlos Viana acted to protect the foundation from investigations, which would violate the principles of impersonality and transparency.

The senator denied there was any misuse of purpose in the allocation of amendments, supposedly aimed at maintaining political-financial ties.

“[Viana] He stated that no blemish, investigation or impediment was imposed on the entity receiving public resources, highlighting that the conduct of CPMI’s work observes technical, objective, impartial and ethical criteria”, says Dino’s order.

Despite the explanation to the STF, the minister understood that it was necessary for the documents relating to the amendments to the Oásis Foundation to be separated into a petition, which could deepen the analysis of the transfers.

“Such steps are also relevant due to the imputation of supposed omissions or ‘protections’ within the scope of the INSS CPMI, involving the Oásis Foundation, Rede Super, among other complex facts. Such entities are identified as the object of investigations conducted by the CPMI chaired by the senator, with allegations made by the complaining federal deputies that requests on these topics would not have been considered due to a possible personal interest of the president of the commission, including related to the execution of parliamentary amendments”, he stated.

“It is not ruled out, although it is not stated in this decision, which is why due investigation is necessary, the possibility of using this file as a mechanism to conceal parliamentary authorship, taking advantage of the opacity that, although currently mitigated, still permeates this category of transfers”, added Dino.

The INSS CPI ended on Saturday (28), . The government base defeated the opposition by rejecting the text by deputy Alfredo Gaspar (União-AL), which suggested the indictment of 216 people, including businessman Fábio Luís da Silva, known as Lulinha, son of President Lula (PT).

The vote took place in the early hours of the deadline for the collegiate’s work. On Thursday (26), the STF, by eight votes to two, approved André Mendonça’s decision authorizing the extension of the CPI.
