New SRI minister, José Guimarães, claims lack of consensus in Congress and postpones discussion while government negotiates
The new minister of SRI (Secretariat of Institutional Relations), (PT-CE), stated this Tuesday (April 14, 2026) at Palácio do Planalto that it was removed from the agenda due to lack of consensus among congressmen.
In his debut in office, Guimarães said he asked the president of the Chamber, (Republicanos-PB), the suspension of voting in the face of the political impasse.
The proposal under discussion deals with the regulation of work through apps, such as drivers and delivery people, and establishes rules for minimum remuneration, working hours and social security contributions.
“NWe removed the applications from the agenda. I requested the report. There is no consensus in the statements. Neither on one side nor on the other. It’s for later. I think it is a necessary measure”the minister told journalists.
The minister stated that the withdrawal from the agenda seeks to avoid wear and tear and allow the construction of an agreement with party leaders before resuming the topic. The impasse intensified around the report by deputy Augusto Coutinho (Republicanos-PE).
The government was against the opinion presented, as it assessed that the text did not meet the objectives of the original proposal.
The text is considered sensitive. On the one hand, trade unions and part of the government base defend greater labor protection, with guaranteed rights and clearer links.
On the other hand, the opposition and business sectors resist changes that could increase costs for platforms and reduce the flexibility of the current model.
According to Guimarães, “There is no understanding on one side or the other”which makes voting unfeasible at this time.
The decision was discussed at a lunch with the president (PT), which also dealt with sending other proposals to Congress. The government will send an urgent PL regarding the end of the 6 x 1.
“It was also clear, with the presence of authorities and this dialogue, that we will intensify the effort to build an agreement between the two Houses on issues of public interest”said the minister.
