Former director of the Brazilian Intelligence Agency (Abin)Ramagem was convicted of participating in the coup attempt to reverse the result of the 2022 elections. After his conviction, he left the country and fled to the USA in September.

At the end of January, the Ministry of Justice and Public Security informed the STF that the former federal deputy’s extradition request was delivered to the United States government on December 30, 2025.

Preventive detention

In November, Moraes ordered the preventive arrest of the former deputy. The following month, he ordered the Judicial Secretariat of the STF to send the documents necessary to formalize the extradition request to the Ministry of Justice. A week later, the ministry informed the Court that it had requested the Ministry of Foreign Affairs to forward the case to the North American authorities.

According to investigations, the deputy has not been in Brazil since Septemberthe month in which the trial of the central nucleus of the coup acts took place. THE route used for exit would have been land and clandestine. Investigators identified that Ramagem traveled by plane to Boa Vista (RR) — the state where he served as a PF delegate in the past — and, using a rented car, crossed the border to a neighboring country, possibly Venezuela or Guyana.

Ramagem’s situation became complicated before the authorities due to inconsistencies in his parliamentary activities. To justify his physical absence in Brasiliathe deputy presented to the Chamber medical certificates covering the periods from September to December.

However, the attempt to hide the trip failed when the parliamentarian himself asked the Chamber to activate the roaming International on your functional cell phone to participate in voting remotely. The request warned that he would be exercising his mandate outside the country, which violates the rules of the House, since there was no official mission authorized for him abroad.

Condemnation and use of Abin

The penalty imposed on Ramagem stems from the STF’s understanding that he used the structure of the Brazilian Intelligence Agency (The thing), body he commanded during the Bolsonaro government, to illegally monitor political opponents and assist in attacks on the Brazilian electoral system.
