The Working Group on mining that is part of the Mixed Environmentalist Parliamentary Front of the National Congress released a note criticizing the bill that proposes the creation of a national policy on mining.
The vote on the project, authored by deputy Zé Silva (União-MG), is scheduled for this Wednesday (22). it must be taken directly to the plenary, which reduces the period for debates and contributions from society.
According to the GT, the proposal reinforces a mineral model based on the export of commodities, expands tax incentives without counterparts and restricts public debate.
“Approving the project means deepening the logic of a mining model that resulted, says Raiara Pires, executive secretary of the group, in reference to the tragedies that occurred respectively in 2015 and 2019, in Minas Gerais.
“In the absence of effective sovereignty, decisions regarding this exploration tend to be conditioned by exogenous interests”, he adds.
If the process continues, the GT defends the presentation of amendments to the report. They would aim to obtain greater rigor in environmental licensing, guarantee social participation, consult local communities and provide more restrictive criteria for granting tax incentives to the sector.
The GT also points out the conceptual imprecision of the categories “critical minerals” and “strategic minerals”, as it does not detail the objective criteria for their definition. The group also says that the report reinforces an export-oriented exploration model, without establishing socio-environmental counterparts.
