Commission analyzes proposals that reduce working hours at 2:30 pm; rapporteur has already presented a favorable opinion
The Constitution, Justice and Citizenship Committee of the Chamber of Deputies this Wednesday (April 22, 2026), from 2:30 pm, deals with the reduction of working hours and . The rapporteur, deputy (União Brasil-BA), has already presented a favorable opinion on the admissibility of the proposals, a stage in which it is only assessed whether the texts comply with the constitutional requirements for processing.
The report does not identify legal impediments to progress. The tendency pointed out in the opinion is that, in the next phases of the discussion, the current scale of 6 days of work and 1 day off to the 5 X 2 model, with 2 days off per week, will prevail. Here is the opinion (PDF – 270 kB).

The vote in the CCJ takes place after a request for a view from the deputies (PSD-RS) and (PL-DF), who . As the regulatory deadline has already been met, there is no longer any possibility of further postponement through this mechanism. If the opinion is approved, the proposals go to a special committee, responsible for discussing the merits before a possible vote in the plenary.
The PECs under analysis deal with the reduction of weekly working hours, currently limited to 44 hours by the Constitution.

- PEC 221/2019 – proposes reducing weekly working hours to 36 hours, with gradual implementation over 10 years. The text amends article 7 of the Constitution to establish the new weekly limit, maintaining the possibility of compensation of hours by collective agreement. - PEC 8/2025 (added to PEC 221/2019) – stipulates working hours of up to 36 hours per week distributed over 4 working days, with 3 days of rest.
