The processing of the proposal that changes the working day in Brazil enters a new phase in the Chamber of Deputies under pressure from the opposition. After approval of the text by the Constitution and Justice Commission (CCJ), this Wednesday (22), party leaders have already made the progress of the measure conditional on the presentation of compensation to the productive sector.
Heard by Folha de S. Paulo, the leader of the PL in the House, Sóstenes Cavalcante (RJ), stated that the government will need to present a robust counterpart for companies if it wants to enable the approval of the end of the 6×1 scale. “Either the government opens the coffers to approve the text or it will have a lot of difficulty here in the Chamber,” he told the newspaper.
The proposal now goes to a special commission, which should be installed in the coming days by decision of the president of the Chamber, Hugo Motta (Republicanos-PB). It is in this collegiate that the content of the measure will be debated and eventually modified before going to the plenary.
Text changes
Opposition parliamentarians articulate adjustments to the original proposal. Among the suggestions is the adoption of payment per hour worked, a model that has been defended by liberal sectors and was incorporated into the electoral debate by names such as Romeu Zema, pre-candidate for President for Novo.
At the same time, there is resistance within the government base. PT members avoid discussing direct compensation mechanisms for companies, such as tax exemptions, but they recognize behind the scenes that it will be necessary to build an alternative to reduce resistance in Congress.
Party sources point out that the balance could involve an agreement with specific sectors and even a help line for affected companies via BNDES.

In addition to disagreements on the merits, the opposition is also evaluating regulatory strategies to prolong the analysis of the proposal. Deputies opposed to the text are considering using all the sessions scheduled for discussion — up to 40 — which could push the vote to the second semester.
The possibility of not approving the proposal to be used in the electoral campaign worries those around President Lula (PT). Sources interviewed point to the delivery as the most important of this third term and that it could drive changes in the tight electoral scenario expected for October.
