Centers ask Motta for Paulinho da Força to be the rapporteur for the 6 x 1

President of the Chamber created on Friday (April 24) the committee that will discuss the text that deals with the end of the work schedule

The presidents of 4 union federations sent a letter to the president of the Chamber of Deputies on Friday (April 24, 2026), (Republicanos-PB), in which they defend the appointment of (Solidariedade-SP) as rapporteur in the special committee of the PEC (Proposed Amendment to the Constitution) that ends the 6 X 1 scale. In the letter, they state that the deputy has experience and technical expertise on the subject. It also says that Paulinho da Força’s public career “shows remarkable capacity for dialogue, articulation and movement between different fields” of the National Congress, party leaders and representations from both the productive sector and the trade union movement. The congressman is a metalworker and trade unionist.

They sign the letter addressed to Hugo Motta:

  • Michael Torresfrom Força Sindical;
  • Ricardo Brokenfrom UGT (General Workers Union);
  • Antonio Netofrom CSB (Central de Sindicatos Brasileiros);
  • José Gozzefrom Pública.

O Poder360 He contacted Paulinho da Força on Friday (April 25) to ask if there was any movement for him to be the rapporteur of the proposal and what his assessment was. He said he had not received any invitation, so he could not comment.

SPECIAL COMMITTEE IN CONGRESS

Motta on Friday (April 24) the special commission that will discuss the PEC that deals with the end of the 6 X 1 scale.

“The Commission will be composed of 37 full members and an equal number of substitutes, plus one full member and one alternate, taking into account the rotation between the benches not included”states the act of creation.

The proposal was approved by the Chamber’s Constitution and Justice Committee on Wednesday (April 22).

The board jointly analyzed two PECs that deal with the reduction of weekly working hours:

  • PEC 221 of 2019 – proposes reducing weekly working hours to 36 hours, with implementation after 10 years. The text maintains the possibility of compensation of schedules by collective agreement. It is authored by the deputy (PT-MG). Eis a (246 kB –PDF);
  • PEC 8 of 2025 (added to PEC 221 of 2019) – stipulates working hours of up to 36 hours per week distributed over 4 working days, with 3 days of rest. It eliminates the 6 x 1 scale and maintains the possibility of adjustments through collective negotiation. It is authored by the deputy (Psol-SP) Here is the (202 kB –PDF).

For the special committee, the text was unified in the proposal by deputy Reginaldo Lopes. The special commission will now discuss the merits of the text. The rapporteur, who has not yet been defined, has up to 40 plenary sessions to present the final opinion.
