Lula releases R$ 11.7 billion in amendments close to Messias hearing

The president’s nominee for the STF undergoes a hearing at the CCJ on Wednesday (April 29); Senators received the most in April

The president’s government (PT) stepped on the accelerator and released R$ 11.7 billion in amendments to Congress in the first 27 days of April. This is the 5th largest amount reserved in a single month, trailing December 2025 (R$11.8 billion), December 2020 (R$11.8 billion), April 2024 (R$13.4 billion) and June 2024 (R$13.8 billion).

The amendments began to be committed more intensely after being approved by the Senate (Committee on Constitution, Justice and Citizenship). Lula’s nominee will be heard by the commission on Wednesday (April 29, 2026). If approved by the collegiate, the plenary of the Upper House votes to confirm the current attorney general of the Union as the new minister of the Supreme Court.

The amendments are important because congressmen want to have something to show to their electorate in the states before the October election. The money is used to pay for works, buy tractors and carry out renovations in public facilities, for example.

In the CCJ, Messias needs at least 14 votes to be approved. In the plenary, at least 41 votes are required.

PRIORITY: SENATORS

All 10 congressmen who had the most amendments reserved in April so far are senators. The one that received the most was (MDB-AM), with R$71.79 million committed. He is part of the CCJ, which will interrogate Messiah.

THOSE WHO WON THE MOST

PL, União Brasil and PSD were the parties that had the most amendments reserved this year. PT appears in 4th place.

The amendments are distributed according to the size of the benches of each party, but Planalto has some margin to hold back part of the resources if it deems necessary.

COMMITMENT X PAYMENT

The commitment phase is different from the payment.

Commitment is the 1st stage in the execution of public expenditure. This is when the government formalizes that it will reserve a portion of the money available in the Budget for the project proposed by a deputy or senator.

After the commitment, the value is, in fact, reserved. It works as insurance from the authority that payment will be made. With this, the service indicated by an amendment can be contracted – with the expectation that payment will actually occur at some point.

After the commitment comes the settlement stage – when the government recognizes that the contracted service has been delivered – and, finally, the payment itself, with the release of the funds into the account of those who performed the service.
