For the president of the Chamber, the most likely scenario is the overturn of the presidential veto in Congress
The overturn of the presidential veto to the Dosimetry PL will allow the (Supreme Federal Court) reinterpret the convictions, according to the president of the Chamber of Deputies, (Republicanos-PB), this Tuesday (April 28, 2026). The measure allows prisoners to leave the closed regime and return to their homes under new compliance regimes.
Motta classified the project, reported by the deputy(Solidarity-SP), such as “possible political construction” to avoid an institutional crisis and pacify the country after the acts of January 8th. The text was approved with a large majority in Congress, but vetoed by the president (PT).
“This construction was very painful for Parliament. The issue had a way of inflaming militancy on both sides and, often, concern for the victims was at stake. 2º plano”said the deputy in an interview with the newspaper Hour H, and CNN Brazil.
REVIEW OF PENALTIES
For the president of the Chamber, the dosimetry proposal is an alternative to the amnesty project and offers a way to end what he called “sad page” of national history. He believes that overturning the veto is the most likely scenario in Congress.
“The STF itself was the one who judged these people and could, with the veto overturned, reinterpret the sentences. [Poderá] Dit is beneficial for the reduction so that practically all people who are still imprisoned can return to their homes under a regime other than the closed one”he explained.
Motta defended the Legislature’s actions on the issue. “It is a very responsible political construction. We can show that Congress, with all its divergence and plurality, created a solution to such a difficult issue”he stated.
Already Thursday (April 30, 2026), the Congress will analyze the presidential veto to the project that deals with dosimetry of the sentences applied to those convicted of attempted coup d’état or for involvement in the acts of January 8th.
