Everything you need to know about the Desenrola 2.0 program

The federal government announced this Monday (4) Novo Desenrola Brasil, the second version of the program aimed at controlling debt and default among Brazilians.

The government indicated that a 90-day “national mobilization” will be carried out for citizens and companies to renegotiate debts and clear their names.

Novo Desenrola Brasil will be divided into four phases, namely:

  • Develops Families;
  • Unroll Fies;
  • Develops Companies;
  • Develops Rural.

Develop Families

Aimed at containing defaults among Brazilians, Desenrola Famílias focuses on late debts with credit cards, special checks and CDC (Direct Consumer Credit).

Debts contracted until January 31, 2026, with a delay of 90 days to two years, made by Brazilians with income up to five minimum wages (R$ 8,105) will be covered.

The proposal is for banks to offer new credit, with discounts, so that the person can pay off their previous debt. With the program, the renegotiated debt will have:

  • Discounts between 30 and 90%;
  • Maximum interest rate of 1.99% per month;
  • Up to 48 months term;
  • Deadline of up to 35 days to pay the first installment;
  • New debt limit (after discounts) up to R$15 thousand per person, per financial institution;
  • .

Different discount ranges will apply depending on the type of loan obtained and how long it has been due.

FGTS

A new feature of Novo Desenrola is the possibility for workers to use a portion of their savings in the FGTS (Guarantee Fund for Length of Service) to reduce debt.

The worker can use 20% of the account balance or up to R$1,000 to partially or fully pay their debts.

Counterpart

On the other hand, those who have renegotiated debts will have their CPF blocked at lottery outlets for 12 months.

Meanwhile, financial institutions must:

  • ;
  • Allocate to financial education the equivalent of 1% of the amount guaranteed by the FGO;
  • Prohibition of sending resources to bookmakers via credit card, installment credit, pix credit and pix installments.

With support from the fund, the Ministry of Finance will publish a notice so that those interested in resources from the Receivable Values ​​System can obtain them within a period of 30 days.

Changes in payroll loans

As part of Desenrola Famílias, the government also proposed changes to the INSS (National Social Security Institute) payroll. According to the Executive, the measure will provide “more access and will help retirees and pensioners who need this credit.”

They are:

  • The 10% exclusive margin for payroll and benefit cards (5% and 5%) ends;
  • Total consignment limit, which was previously 45% (5% of the credit card, 5% of the benefits card and 35% general), is now 40%;
  • Participation of the payroll card and benefits is limited to a maximum of 5% each;
  • Expansion of the operation term from 96 to 108 months;
  • End of the prohibition on waiting periods and permission for it to last up to 90 days;
  • In addition to the reduction from 45% to 40%, there will be a gradual reduction in the consignable margin of two percentage points per year until it reaches 30%.

The “servant’s payroll” was also changed, aiming to improve debt conditions for public servants who needed to take out credit. Measurement:

  • It ends the 10% exclusive margin for consigned cards and the total consignment limit, which was previously 45% (10% consigned on the card and 35% general), is now 40%, limiting the card’s participation to a maximum of 10%;
  • The maximum term of the operation will go from 96 to 120 months;
  • There will be authorization for a waiting period of up to 120 days;
  • In addition to the reduction from 45% to 40%, there will be a gradual reduction in the consignable margin of two percentage points per year until it reaches 30%.

Unroll Fies

To contain default among students, the government also proposed alternatives for overdue and unpaid debts in the category. The expectation is that more than 1 million students will benefit from the renegotiation.

The group is divided into three categories with different conditions to settle their outstanding issues:

  • Debts overdue and unpaid for more than 90 days: If payment is made in cash, a discount will be granted for all interest and fines, in addition to 12% of the debt amount. If payment is made in installments – which is possible in up to 150 installments -, the discount will only be for the full amount of interest and fines;
  • Debts due and unpaid for more than 360 days of students outside CadÚnico (Cadastro Único): discount of up to 77% of the total amount of the debt, including principal, interest and fine, with full payment of the outstanding balance;
  • Debts due and unpaid for more than 360 days of CadÚnico students: discount of up to 99% of the total amount of the debt, including principal, interest and fine, with full payment of the outstanding balance.

Develop Companies

Aimed at small businesses, Desenrola Empresas operates on two fronts.

Within the scope of ProCred, a government credit line aimed at MEIs (individual microentrepreneurs) and microenterprises, the program changes:

  • The grace period will range from a maximum of 12 to 24 months;
  • The maximum term of the operation will increase from 72 to 96 months;
  • The tolerance for delays in granting new credits will increase from 14 to 90 days;
  • Increase in the total credit value from 30% of revenue (with a ceiling of R$150 thousand) to 50% (with a new ceiling of R$180 thousand).

Within the scope of Pronampe (National Support Program for Micro and Small Businesses), aimed at micro and small companies – that is, those with annual revenues of up to R$ 4.8 million per year -, it is proposed:

  • The grace period will go from up to 12 to up to 24 months;
  • The maximum term of the operation will increase from 72 to 96 months;
  • The tolerance for delays in granting new credits will increase from 14 to 90 days;
  • Increase in the total credit amount from R$250 thousand to R$500 thousand.

Develops Rural

The Executive assesses that “Desenrola Rural will regularize debts and reintegrate family farmers into production, facilitating access to rural credit.”
