André Ventura explains the delay in the proposal, Mariana Leitão wants a Constitution “adapted to the 21st century”.

“Next Thursday, during the afternoon, the constitutional review proposal that Chega will present to the country will be presented in parliament, and which I hope will have, for the first time in decades, the capacity to make these changes that the country needs, and that it has never had the courage to make”, stated André Ventura.
When announcing that the party would once again move forward with a proposal to amend the Constitution, André Ventura had indicated that the initiative would be presented during the month of April, a deadline that was not met.
Speaking to journalists at Chega’s headquarters in Lisbon, justified the delay stating that opinions were requested “from a series of constitutionalists and experts in this area” to give the party “superior doctrinal comfort in relation to the delivery of the proposal”.
André Ventura also said he hoped that other parties accept the challenge.
“I think that, given the importance of the topic, and given the importance of these issues, the reform of justice, the reform of the national economic sector, the reform of our ideological identity and the ideological charge that the Constitution still has, I think that there is no non-socialist party that can stay out this challenge”, he defended.
“Serious” IL project
Shortly afterwards, the IL also announced this Monday that it will present a constitutional review project, within 30 days, focused on elevating private property to a fundamental right and on “revision of the entire economic constitution”.
In a statement, the party indicated that president and deputy Mariana Leitão will lead IL’s participation in the eventual commission for the constitutional review to be created in parliament and states that this announcement is made “following the announcement of the opening of a constitutional review process by the Chega party”.
Liberals define this review of the Fundamental Law as a priority “elevate private property to a fundamental right”the “review of the entire economic constitution”, putting an end to what they say is a “structural distrust in the market and in private initiative and the “principle of solidarity intergenerational.”
IL also wants to make a “serious reflection on the individual rights in the face of emerging artificial intelligence technologies” and “guarantee that rights, freedoms and guarantees that violate the principles of individual freedom and human dignity are not attacked”.
Mariana Leitão, party leader, explained to journalists: “From the moment a constitutional revision project is submitted, all parties have 30 days to present theirs. This is exactly what IL will do, present a serious, credible constitutional revision project that meets the interests of the Portuguese, which is what it intends.”
IL wants a Constitution “adapted to the 21st century”more in line with the “demands” of modern times.
According to the rules of the Assembly of the Republic, the presentation of constitutional revision projects is an exclusive responsibility of the deputies and after the presentation of the first project, any others must be presented within 30 days.
Once this period has expired, an Occasional Constitutional Review Committee is set up, which is responsible for appraising and systematizing the amendment proposals for subsequent discussion and voting on the subject in the plenary, as well as carrying out the final drafting of the approved amendments and bringing them together in a single decree.
