The defense of , founder of , delivered on Tuesday (May 5, 2026) to the PGR (Attorney General’s Office) and the PF (Federal Police) a pen drive with the attachments of the ex-banker’s plea bargain. The documents present the most important facts that you intend to address in the collaboration agreement.
After the two institutions have analyzed the material, it will be up to Minister André Mendonça, of the STF (Supreme Federal Court), to decide whether to approve the plea.
Vorcaro is investigated in the operation that investigates suspicions involving Banco Master. He was arrested in November 2025, at Guarulhos International Airport, when he tried to board a private jet, but was released by decision of the TRF-1 (Federal Regional Court of the 1st Region).
On March 4, 2026, when the investigations were already at the Supreme Court, Vorcaro was preventively arrested on suspicion of coordinating the group “A Turma”, which had the function of intimidating and monitoring Master’s opponents.
A plea bargain is an agreement in which the person under investigation undertakes to present information considered relevant to the investigation. In return, you can receive legal benefits if the content is validated by the authorities. The finalization of the annexes does not mean that the agreement has been closed. The material still needs to be analyzed by the authorities responsible for the investigation.

Daniel Vorcaro signed a confidentiality agreement with the PGR and the PF, the initial stage for negotiating a possible plea bargain. The denunciation has the potential risk of affecting the Three Powers.
As a result, the defense, prosecutors and investigators begin to treat the preliminary information presented by the person being investigated confidentially. The objective is to evaluate whether the reports and documents offered can contribute to the investigations.
Vorcaro must still respond to questions from the PF and PGR and present elements that confirm his version. Only after this stage will the PGR decide whether there is sufficient basis to proceed with the agreement.
If the Prosecutor’s Office requests approval, it will be up to Minister André Mendonça, of the Federal Supreme Court, to decide whether to validate the collaboration.

HOW DELATORY WILL WORK
The negotiation of the plea bargain goes through different stages before eventual approval by the STF.
First, the person being investigated presents preliminary reports and documents considered relevant to the investigation. At this stage, the defense, PGR and PF sign a confidentiality agreement to keep the content confidential.
Afterwards, prosecutors and investigators analyze the material delivered and may request additional clarifications, new documents and evidence that confirm the information presented by the employee. With the analysis completed, the PGR will decide whether it considers the collaboration useful and whether it will ask the STF to approve the agreement.
The final word will go to Minister André Mendonça, rapporteur of the case at the Supreme Court. He may approve the plea bargain, request adjustments or reject the agreement.
