Text expands priority groups, creates rules for productive use of energy and extends program deadlines
The president (PT) changed the decree that regulates the National Program for Universal Access and Use of Electric Energy, the . The changes are contained in Decree No. 12,964, signed on Friday (May 8, 2026) and published in the DOU (Official Gazette of the Union) this Monday (May 11, 2026). Here is it (PDF – 113 kB).
The new text expands service priorities, creates rules aimed at the productive use of electricity in rural and remote areas of the Legal Amazon and extends deadlines for executing the program’s contracts.
Among the main changes, the decree now includes families headed by women registered with CadÚnico and families with people with disabilities or dependent elderly people among the program’s priority groups.
The text also expands the reach of Luz para Todos to collective and community structures, such as community kitchens, cold rooms, water supply systems and internet connectivity installations.
Here are some of the changes to the decree:
- inclusion of families headed by women registered in CadÚnico among priorities;
- priority for families with people with disabilities or dependent elderly people;
- inclusion of community kitchens, water supply systems and connectivity structures between possible services;
- creation of rules for energy supply aimed at productive development in rural areas;
- requirement for resilient infrastructure in new distribution networks;
- forecast of review of the program’s Operational Manual within 180 days.
The decree also establishes that new services through network extension must consider the climatic conditions, vegetation cover and logistical difficulties of the regions served, with the aim of reducing vulnerabilities in energy supply.
Another change creates a specific chapter on access to electrical energy to promote productive development. The text authorizes the service of consumer units and infrastructure aimed at generating income, strengthening local production chains, food security and essential community services in rural and remote areas of the Legal Amazon.
The decree also determines that these services prioritize sustainable, efficient solutions adapted to the social, environmental and cultural characteristics of local communities.
The program contracts aimed at the rural population will have a deadline for applying financial resources until December 31, 2028 and for closing credit until December 31, 2029.
