Ciro Nogueira denies irregularities in the sale of land in Teresina

Senator states that R$14.2 million received by the family company came from legal real estate business; PF investigates possible illegal transfer linked to the Refit refinery

The senator (PP-PI) released a note this Thursday (May 21, 2026) to refute investigations into a case made by a fund linked to the Refit refinery, owned by businessman Ricardo Magro, for his family’s real estate company. The financial movement was identified by Operation Sem Refino investigators.

Magro is investigated for a tax evasion and corruption scheme. The information was released by journalist Breno Pires on Piauí on May 14th.

In the statement, the congressman stated that the amount arises from the regular and fully declared sale of his family’s land located in a valued area in Teresina (PI). According to Nogueira, the purchasing company was looking for an area of ​​more than 40 hectares with the specific purpose of building a fuel distributor in the capital of Piauí, and the agreed price followed the current parameters of the local market.

The national president of Progressistas highlighted that the family company formally operates in the real estate segment, carrying out property purchase, sale and rental operations. The senator also argued that, currently, he does not hold any shareholding in the aforementioned legal entity and that, at the time the real estate deal was signed, his share of the share capital was less than 1%.

Ciro Nogueira classified the suspicions as “recurrent attempts” of associating his name with scandals and assured that the conclusions will be frustrated because he did not commit any illegal act.

The congressman expressed “complete tranquility” with the progress of the investigations and declared that he was the main interested party in the rapid clarification of the facts.

In the note, the senator suggested that the accusations arose in a coordinated way because of the election year. According to the text, leaks and suspicions have the “clear intention” of eroding his political image before the electorate of the State of Piauí.

“Senator Ciro Nogueira regrets the recurring attempts to associate him with scandals, which will inevitably be frustrated, since he did not commit any irregular or illegal act.

“In relation to the case in question, we clarify that the company that acquired the land was looking for an area of ​​more than 40 hectares with the purpose of building a fuel distribution company. The value mentioned by the reporter refers to the sale of this area, located in a highly valued location in Teresina, whose sale was regularly and fully declared with the competent bodies at values ​​consistent with the market.

“It should be noted that the senator’s family company operates precisely in the real estate segment, in the purchase, sale and rental of properties. We also inform you that the senator currently does not even hold a stake in the company and that, at the time of the deal, his stake was less than 1%.

“Senator Ciro Nogueira expresses his total tranquility regarding these and other insinuations. He highlights that he is the main person interested in clarifying the facts mentioned, accusations that arise, strangely, in an election year with the clear intention of eroding his image among the people of Piauí.”
